This job involves helping military personnel, retirees, civilians, and their families access education and training programs, including tuition assistance, career development, and academic opportunities within the U.S.

The primary purpose of this position is to plan, implement, administer, advise on Education and Training Flight's (ET&F) academic opportunities, tuition assistance program, career/force development programs, and other education and training services and activities provided to military members, retirees, Department of Defense (DoD) civilian members, and their families.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below.

At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.

Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.

Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.

Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.

Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.

Teaching methods: Study of teaching strategies and learning styles of the adult learner.

Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.

Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.

Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process.

Identification and utilization of various types of occupational information and resources. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service.

Specialized experience must include three years of progressively responsible general work experience with one year of that experience equivalent to the NH-01 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) .

My experience includes knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education programs and their accrediting processes; knowledge of a variety of academic, occupational, vocational, and career development resources (educational and/or community}; knowledge of military policies and procedures relating to military testing programs, Foreign Language Proficiency Bonus Program (FLPB}, and an understanding of the coding system and verification data applicable to eligibility requirements; and knowledge of the regulations, directives, policies, and procedures regarding the receipt, storage, handling, accountability, and destruction of Controlled Test Materials.

OR EDUCATION: I have successfully completed a full four-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your official transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: I have the general experience as described in A, but less than three years; and I have some education as described in B, but less than the required four years.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education programs and their accrediting processes.

Knowledge of a variety of academic, occupational, vocational, and career development resources (educational and/or community). 3.

Ability to interpret agencies' directives, instructions, and guidance and make local decisions and recommendations based on analysis. 4.

Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis. 5.

Skill in conducting interviews and delivery of formal and informal presentations and briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Carries out recurring assignments independently. Serves as technical expert on a variety of educational programs. Evaluates individual's potential and eligibility for a multitude of programs.

Provides mass briefings and a variety of outreach and customer services duties. Maintains program information and prepares a variety of reports or feeder information as required.
