Full Job Description

This position is located in the VA Heart of Texas Healthcare Network with primary duties as the Talent Management System (TMS) Administrator, assisting Domain Managers and Learning Managers with all employee's training, both internal and external to the VA.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: professional knowledge applicable to a wide range of duties in a broad functional or specialized area of education such as adult education, bilingual education, instructional methods.

Skills in utilizing this knowledge in a variety of difficult and complete assignments that call for extended professional experience or graduate study.

Skill in adapting and extending education principles and practice to significant projects and problems for which there are no closely related precedents, but that are generally within the present state-of-the-art.

Mastery of a broad functional or specialized area of education and skill and experienced judgement in applying, developing criteria or requirements for, testing, and evaluating new approaches and concepts for major education problems of a highly controversial nature that have resisted solution over the years.

Adapts and extends established concepts and methods, and assess proposals for innovative alternative approaches from the standpoint of educational soundness, likelihood of success, feasibility, cost, priority, and consistency with overall program objectives of the agency.

OR, Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

or Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education.

The experience must reflect the level and kind described in 3, below.

or Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series.

This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

or At least 1 full academic year of professional teaching experience.

This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution.

This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria.

Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary, although some slight physical effort may be required.

This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas.

The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.

Work is usually performed in office settings within a clinical environment.

The position may spend time in clinical areas of the facility to ensure coordination of schedules, attend meetings, and facilitate program effectiveness.

Major Duties:

The incumbent will be the VISN 17 TMS coordinator and will be responsible for providing advice, guidance, and training to all facility level TMS coordinators; Conduct training via face-to-face and/or teams meetings; work with the TMS Help Desk to resolve issues; Assist with monitoring training modules for DMs/LMs assigned to the appropriate employee's Learning Plans; Responsible for implementation of the VA's TMS in addition to VA national mandatory training courses, building the VISN 17 courses to meet Joint Commission, Program, VISN, and local training for employees in the targeted occupations/positions.

Incumbent will be VISN lead coordinator for the VA All Employee Survey (EAS).Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday through Friday, 8:00AM to 4:30PM CST Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
