About the Position: This position is in US Naval Hospital Directorate of Medicine, Early Intervention Service in Okinawa, Japan.

Basic Requirement for Early Childhood Intervention Services Program Manager: Degree: Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position, such as Early Childhood Education, Child Development of study.

OR Combination of Education and Experience: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, such as Early Childhood Education, Child Development of study, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described in A above.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: assisting with the administrative aspects of Educational and Developmental Intervention Services Program; providing Early Intervention or Related Services for families and children with developmental disabilities; AND collaborating with personnel such as patients, medical providers, therapists, family members, and school staff.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major Duties:

  • Manages the clinical and administrative aspects of Educational and Developmental Intervention Services (EDIS) program per Defense Health Agency and Navy Bureau of Medicine instructions and policies.
  • Plans, coordinates, and administers all aspects of EDIS Early Intervention Services (EIS) and Related Services.
  • Coordinates services across agency lines for infants, toddlers, and school age children with disabilities and their families.
  • Establishes interagency policies on referral, collaboration, and transition with DoWEA district special education coordinators.
  • Provides direct clinical child find, referral, evaluation, service coordination, advocacy, and dispute resolution services for children eligible for EDIS services, according to their specialty training and Naval Hospital credentials/privileges.
  • Ensures that staff have the necessary training, orientation, instruments, and resources to complete appropriate assessments, maintain accurate records, and implement service plans according to applicable policies.
  • Prepares guidance, assistance, training, and instructions for subordinates on technical and administrative matters.
  • Generates required EDIS reports to analyze applicable performance metrics, presents data in annual reports, and delineates resources required for hospital Directorate purposes including budget and supply.
  • Develops and maintains standard operating procedures for the EDIS program.
  • Provides administrative and interpersonal support to personnel under supervision.
  • Supervises the professional and support staff, provides oversight and accountability for Early Intervention Services (EIS) to eligible infants and toddlers and Related Services (RS) to eligible children in the DOWEA schools.
