DSHS SCC Residential Rehabilitation Counselor 2
Join our team at the
Special Commitment Center (SCC), located within the Total Confinement Facility (TCF) on McNeil Island in the scenic Puget Sound. SCC is a highly structured, secure treatment facility dedicated to supporting individuals who are detained and/or civilly committed as they work to address their sexual offending histories.
As a Residential Rehabilitation Counselor 2 (RRC2), you will oversee daily operations within a residential unit and collaborate with a multidisciplinary team to implement effective treatment strategies. Your experience and focus on safety will play a key role in supporting a structured environment that promotes accountability, rehabilitation, and positive change.

As a Residential Rehabilitation Counselor 2, your duties will include:- Providing direct, day-to-day supervision and care for residents within a structured living environment
- Engaging residents in skill development, coaching life skills, and supporting their growth toward becoming positive members of society
- Instructing, encouraging, and appropriately redirecting residents through regular interaction and reinforcement of expectations
- Staying informed on residents’ treatment goals and progress, offering ongoing support, motivation, and guidance
- Escorting residents throughout the Total Confinement Facility as needed
- Monitoring resident use of prescribed medications
- Maintaining a safe and secure environment through routine inspections and adherence to safety protocols
- Completing accurate, detailed documentation and reports on resident behavior and progress toward treatment goals
Desired skills, knowledge, and abilities:- Ability to lead by example while supporting a structured, treatment-focused environment
- Knowledge of CPR and first responder-level first aid
- Strong collaboration skills, with the ability to work effectively with staff and residents from diverse backgrounds
- Knowledge of institutional policies and procedures, behavioral intervention objectives, and security enforcement methods, including managing challenging populations
- Sound judgment and situational awareness, with the ability to assess safety risks and make appropriate decisions within scope
- Effective communication skills, including clear verbal communication and detailed, accurate written documentation, along with the ability to follow instructions and support treatment plans
We encourage professionals who meet one of the following criteria to apply:- Satisfactory completion of the Residential Rehabilitation Counselor 1 in-training plan
OR
- High school diploma/GED
AND - One year of experience providing direct care in a residential or in-patient behavioral health setting
College-level coursework may substitute for required experience on a year-for-year basis
Equivalent combinations of education and experience will also be considered
Additional information:- We're hiring for several permanent and on-call positions. Please specify which opportunity interests you most in the supplemental question section. Shift days and times can vary. Some of the shift times would include:
- Days: 6:00 AM - 2:00 PM/ 8:00 AM - 4:00 PM,
- Swing: 2:00 PM - 10:00 PM/ 4:00 PM - 12:00 AM,
- Nights: 10:00 PM - 6:00 AM/ 12:00 AM - 8:00 AM.
- In addition to the advertised salary, our employees receive a $10 per day premium pay and a free Orca card for transportation use.
- Opportunities performed on-site at this work location at least three days a week may be eligible for an additional 3% premium pay in addition to the advertised salary
- Ferry transportation is provided to McNeil Island employees from the Steilacoom dock.
- Evening and Night shifts include a shift differential in addition to the standard compensation rate.

The Special Commitment Center (SCC) provides mental health treatment for individuals civilly committed as sexually violent predators after their prison sentences. Located on McNeil Island, SCC offers a secure environment with a structured treatment program aimed at reducing the risk of re-offense. The center collaborates with legal, correctional, and behavioral health partners to support resident progress and ensure court-ordered reviews. SCC staff play a crucial role in balancing public safety with the treatment and legal rights of residents.
