Full Job Description
The Contract Compliance Manager is a key member of the Special Commitment Center’s leadership team. This role provides leadership, oversight, strategic planning, and education/training. This includes identifying and outlining quality metrics and implementing corrective action plans, memorandum of record, and monitoring notes which are made available to state and federal auditors. You will be responsible for procuring, developing, managing, and maintaining compliance oversight (General Terms and Conditions including Special Terms and Conditions) of all contracted services for SCC. This role is designated as the subject matter expert for all contracts and will be called upon to advise executive leadership and sponsors, partake and/or lead workgroups, and focus on community engagement where warranted.
Special Commitment Center staff ride a passenger boat between Steilacoom and McNeil Island. The boat/ferry trip is approximately 20 minutes each way.
SCC employees receive an additional $10 per day premium pay in addition to the advertised salary and a free Orca card for transportation use.
Opportunities performed on-site at this work location at least three days a week may be eligible for an additional 5% premium pay in addition to the advertised salary.
Some of what you'll do:- Supervise contract compliance specialist staff
- High-level decision making for complex contracts from conception through closure
- Develop less restrictive alternative placements per statutory requirements
- Provide reports to Governor, Legislature, and additional stakeholders as necessary
- Make business-based adjustments/updates
- Audit accountability/compliance metrics
- Work closely with internal and external stakeholders, including attorneys, DSHS leadership, and partnering agencies
- Contribute to policies and new legislation impacting specific SCC contracting processes and compliance activities

- Competitive procurement and direct buy contract understanding
- Contract lifecycle management experience

- Fiscal impact knowledge as it relates to contracting
Who should apply?Those with a Bachelor's degree in business administration, contract management, or closely allied field.
AND
Five years of contract experience with an emphasis on highly complex contracts.
Each year of experience shall substitute year for year for education requirement.
