DSHS OOS Human Resource Consultant 1

We are hiring for a Human Resources Consultant 1 to join our team supporting Yakima Valley School in Selah, WA.

As a Human Resource Consultant 1 supporting Yakima Valley School, you'll play a vital role in helping teams that provides 24-hour care to adults with developmental disabilities.

Yakima Valley School is a certified nursing facility and residential habilitation center known for high-quality medical, therapeutic and daily living support that helps residents live with dignity and independence.

Your work ensures that supervisors can onboard staff smoothly, that employees understand their benefits and that pay and personnel actions are handled with care and accuracy.

Please note: The position is currently approved to work a flexible/hybrid schedule. Based on business needs, this is anticipated to include at least two days per week working in the office. On days when an on-site presence is not required, work may be performed through telework.

Some of what you’ll do:
  • Serve as a primary Human Resources contact for managers, supervisors, employees and the public by providing services in classification, compensation, benefits, leave, hiring, and retention.
  • Process appointment and personnel actions including new employee onboarding, promotions, transfers and reallocations.
  • Ensure salary placement, seniority dates and periodic increment dates are calculated accurately in accordance with Washington Administrative Code, agency policy and collective bargaining agreements.
  • Draft appointment letters and official Human Resources correspondence.
  • Conduct New Employee Orientation in person and/or virtually to ensure employees understand payroll and benefits from their first day. Ensure compliance with I-9, E-Verify, and other employment requirements.
  • Provide consultation on classification, compensation, benefits and leave.
  • Assist employees with understanding and completing insurance, retirement, payroll, and other forms; resolve HR, Payroll, and retirement system issues.
  • Monitor and process eligibility for insurance, retirement, leave usage, and other employment statuses, and handle performance evaluations and employment verification.
  • Maintain confidential personnel and medical files in accordance with policy and law.
  • Respond to employment verification requests and unemployment claims.

Who should apply?
Professionals with a bachelor’s degree in business, human resources, social or organizational behavioral sciences, or a related field.

  • Human Resources knowledge: Interpret and apply federal and state employment laws, agency policy and collective bargaining agreements to ensure compliance and fairness for employees and supervisors.
  • Oral and written communication: Deliver clear, calm and accurate guidance to supervisors and employees so they understand expectations and can do their jobs well.
  • Consultation skills: Assess workplace situations thoughtfully and recommend practical solutions that support both employee well-being and operational needs.
  • Analytical ability: Examine personnel data carefully to determine eligibility, compensation placement and benefit implications with precision.
  • Collaboration: Work closely with Human Resources leads, payroll staff and operational partners to resolve issues and maintain continuity of service.
  • Organization: Manage many time-sensitive processes simultaneously while maintaining strong attention to detail.
