Management Analyst 5

Make your mark on statewide programs that protect vulnerable adults across Washington.

The Home and Community Living Administration (HCLA) is seeking a skilled management analyst 5, this position is responsible for leading, coordinating, and monitoring projects of varying depth and scope.

Projects may have a critical effect on the success or failure of key aspects of HCLA services and policies and on often sensitive relations with divisions, state and community-based partnerships.

This position resides within the Home and Community Living Administration’s (HCLA), Office of the Assistant Secretary (OAS), and Strategic Project Management Office (PMO).

HCLA is responsible for Washington state’s nationally recognized system of long-term services and supports serving older adults and people with disabilities. This system includes:

  • Home and community-based settings.
  • Protections from abuse, neglect and exploitation.
  • Regulatory oversight of licensed and certified settings.
  • Case management, services, and communication access for the hard of hearing, deaf or deafblind.

This position is responsible for significant project management activities required by multiple agencies and divisions to implement changes to the home and community living system in Washington State and achieve HCLA’s strategic goals.

This includes managing high-visibility complex projects effectively and using project management principles and tools.

This is a position reports to the Strategic Projects Senior Project Manager in the PMO in the OAS.

The Center for Medicare and Medicaid Services (CMS) issued the Ensuring Access to Medicaid Services Final Rule in April 2024 to improve care, quality and health outcomes, and better address health equity issues in Home and Community Based Services (HCBS) programs.

These proposed improvements seek to increase transparency and accountability, standardize data and monitoring, and create opportunities for Washington State to promote active beneficiary engagement in its Medicaid programs, with the goal of improving access to care.

The CMS HCBS Access Rule, finalized on July 9, 2024, require significant changes to operations in many areas impacting Health Care Authority (HCA), Health Benefit Exchange (HBE) and multiple administrations within the Department of Social and Health Services (DSHS).

CMS has defined implementation deadlines for each of the new rules spanning over the next six years.

Department of Social and Health Services (DSHS), including Home and Community Living Administration (HCLA), Behavioral Health & Habilitation Administration (BHHA), and Finance, Technology and Analytics (FTA) will partner with other agencies as needed to ensure compliance with the HCBS Access Rule.

This position will support this project and collaborate with the Senior Project Manager.

This is Project Employment: The funding for this project is expected to last until June 30, 2026. When the funding runs out, the position will be eliminated.

Some of what you’ll do:
  • Lead workgroups impacting multiple programs and departments.
  • Manage or assist with the CMS project or assignments.
  • Create and manage project plans for small to medium scale projects.
  • Track project progress to ensure expected outcomes.
  • Create agendas, meeting notes, action items, task lists, and work break down structures.
  • Use independent judgement to make decisions, that may lead to performing proactive intervention and providing solutions having statewide or precedent setting impact.
  • Analyzes proposed state and federal legislation and regulation for impact on the assigned projects.
  • Contribute to the development, implementation, and maintenance of standardized processes and key tasks for activities tied to their assigned projects.
  • Attend in person quarterly meetings.

Who should apply?
Professionals with a bachelor’s degree* in business administration, public administration, law, public health administration, or a related field.
AND
Five years of demonstrated experience* in two or more of the following areas:
  • Conducting research.
  • Analyzing policies, laws, rules, or regulations.
  • Conducting business analysis and developing requirements.
  • Leading business projects.
*Note: Equivalent combination of experience/education can qualify if totaling at least nine years.


Additional knowledge, skills and abilities we are looking for
:
  • Professional experience with change management, with increasing responsibility for guiding organizational transitions, communicating changes, and managing resistance can substitute for credentials.
  • Professional experience of demonstrating innovation, experimentation and iterative design principles in leading large-scale projects and/or continuous improvement efforts.
  • Knowledge of and demonstrated experience with CMS HCBS Access Rule federal regulations.
  • Understanding complex problems and identifying solutions.
  • Organizational skills.
  • Communication skills- Excellent interpersonal skills and the ability to work with a range of partners, including but not limited to coworkers, supervisors, executive leadership, other agencies, legislature, associations, healthcare providers and the public.
  • Ability to apply Project Management knowledge to new and complex project elements to resolve problems and create or adjust action plans.
  • Proficient in Microsoft Office suite of tools, Microsoft Visio, and Microsoft Teams, Zoom, and other webinar formats. Knowledge or experience using Smartsheet, and SharePoint.
  • Demonstrated mastery of written and oral communication skills, including meeting facilitation and conflict management.
  • Ability to facilitate large, diverse stakeholder groups with competing priorities.
  • Ability to build and maintain relationships, coordinate, and build consensus among internal and external stakeholders.
  • Demonstrated experience and/or education in Lean process improvement, Organizational Change Management and coaching.
  • Must hold a valid driver's license and comply with Washington State liability laws when operating a state- or privately owned vehicle on official state business.
