Statewide External Partner Training Program Manager

Home & Community Living Administration (HCLA) – WA Cares Fund (WCF) Division

Make a meaningful impact in long-term care policy by stepping into a rare opportunity within Washington’s first-in-the-nation long-term services and supports social insurance program.

The WA Cares Fund is reshaping how Washingtonians prepare for and access long-term care, and your work will directly support the community partners who help people apply for and use their earned benefits.

As part of the WCF’s Organizational Development Training Team, you will help build the statewide training infrastructure that equips partners to deliver consistent, high-quality support to people living in need of long-term services.

You will join a collaborative environment where training systems, processes, and content are still being built — giving you space to shape how external partners learn, grow, and deliver services.

You will work closely with curriculum developers, program leaders, and cross-agency teams to create training plans, guide content development, and ensure that learning experiences reflect legislative requirements, program goals, and the needs of diverse organizations across Washington.

Your work will help create a unified, accessible training environment that supports consistent service delivery statewide.

This role is both strategic and hands-on.

You will guide the full lifecycle of external partner training — from identifying learning needs of our community partner organizations to developing statewide plans, coordinating delivery, reviewing data, and improving content over time.

You will help build a repeatable, scalable training program that supports Area Agencies on Aging, the Community Assistance Network, and other community-based partners as they prepare for full WA Cares Fund implementation.

This career opportunity offers flexible hybrid telework within Washington State, with minimal travel and an official duty station in Lacey, WA.

Some of what you will do

  • Develop, maintain, and implement statewide WCF training plans for Area Agencies on Aging, the Community Assistance Network, and other external partners.
  • Review learning needs, skill gaps, and operational requirements to shape training strategies that support consistent service delivery.
  • Guide curriculum development teams on content needs, learning outcomes, and appropriate training materials for diverse audiences.
  • Coordinate the full lifecycle of training programs, including content development, delivery planning, scheduling, and progress tracking.
  • Ensure training content aligns with legislative requirements, program policies, and WA Cares Fund goals.
  • Review learner feedback, performance data, and training outcomes to recommend improvements to content, delivery, and learning tools.
  • Maintain quality standards for accuracy, accessibility, and learner experience across all external partner training.
  • Build and refine tools, processes, and systems that support a scalable, repeatable statewide training program.

In your first six months, you will become familiar with the external partner landscape, build relationships across agencies and partner organizations, and establish a clear framework for statewide training plans.

You will develop and begin implementing those plans, coordinate delivery with curriculum developers and facilitators, and gather early feedback to identify gaps and refine the program.

By the six-month mark, you will have created a repeatable structure for training development, delivery, and evaluation that strengthens the foundation of the WA Cares Fund’s external learning environment.

Who should apply

Professionals with experience in at least 2 of the following areas:

  • Coordinating work across multiple partners or agencies.
  • Designing or managing training programs and curriculum.
  • Applying adult learning principles to diverse audiences.
  • Program or project management.
  • Training delivery or facilitation.
  • Evaluating learning outcomes.

And experience in one of the following:

  • A master’s degree in social science, health science, curriculum development, adult learning or education, business, or a related field plus 4 years of experience in training, education, or related program management.
  • A bachelor’s degree in one of the fields above plus 6 years of experience in training, education, or related program management.
  • Ten years of professional experience in training, education, or related program management.

Preferred knowledge, skills, and abilities:

  • Experience with (or ability to learn due to comparable eLearning software experience) with eLearning tools such as Camtasia or Articulate.
  • Work with dashboards, databases, and digital tracking tools.
  • APTD, CPTD, Training and Facilitation Certification, or similar.
  • Comfort with project or program management tools such as Smartsheet, planner board software, or SharePoint.
  • Learning measurement, success metrics, and data review.
  • Familiarity with public policy environments, community-based organizations, secondary/higher education curriculum development, or health or social service agencies.
  • Experience with community engagement, public forums, or customer feedback sessions.
  • Adapt to evolving systems and contribute to continuous improvement.
