DSHS FTAA – IT Quality Assurance/Senior Specialist (IE&E Test Automation Engineer)
Join our team as an IT Quality Assurance/Senior Specialist (IE&E Test Automation Engineer) in Olympia and play a critical role in modernizing how Washington delivers essential health and human services. Within the Finance Technology Analytics Administration (FTAA) and the Integrated Eligibility and Enrollment (IE&E) Program, this position supports a statewide, multi-agency effort to replace aging legacy systems with secure, accessible, cloud-based solutions that better serve more than 2.9 million Washingtonians.
As a Test Automation Engineer, you will design and implement automated testing for modern Microsoft Azure–based platforms, helping ensure reliable, high-quality systems that support a seamless, one-stop experience for clients and staff. Your work directly contributes to system stability, accessibility, and trust as the state transitions to a future-ready eligibility and enrollment platform.
Some of what you'll do:- Design, develop, and execute automated tests, including test code, frameworks, and execution plans, to support continuous integration and continuous delivery pipelines.
- Maximize test coverage by prioritizing critical system features and defining positive and negative test strategies across complex, cloud-native environments.
- Build and maintain test automation frameworks while identifying automation goals, objectives, and opportunities for continuous improvement.
- Collaborate with application developers, platform teams, Cloud Engineers, and DevOps resources to debug issues and implement effective automated testing solutions.
- Gather and validate system testing requirements in partnership with product owners, application architects, and business analysts.
- Document and maintain testing artifacts such as test plans, procedures, test cases, results, and defect tracking to ensure traceability and audit readiness.
- Develop and maintain testing processes, standards, and technical artifacts that align with federal, state, and DSHS policies and support IE&E program decision making.
- Stay current on industry best practices in test automation and cloud-native quality engineering, providing guidance and input into testing strategies, roadmaps, and procurement efforts.

- Strong written and verbal communication skills, including the ability to develop clear specifications, scope of work documents, and technical testing documentation.
- Demonstrated ability to adapt to rapidly changing technologies and apply emerging tools and methods to meet evolving business needs.
- Proficiency in modern programming and coding languages such as SQL, with experience automating test code across the software development lifecycle.
- Working knowledge of test automation methodologies, including functional, non-functional, regression, and performance testing.
- Experience working with Continuous Integration and Continuous Delivery pipelines and integrating automated testing into CI/CD workflows.
- Ability to analyze complex project needs, troubleshoot issues spanning multiple environments, and determine appropriate resources to meet objectives.
- Ability to communicate clearly and effectively with both technical and non-technical stakeholders, including influencing and persuading business and IT leaders.
Who should apply?We are seeking professionals who meet one of the following qualification pathways:
- A Bachelor’s degree that includes at least 12 semester or 18 quarter hours of computer science coursework
AND
- Seven years of consultative, administrative, or supervisory experience in information technology analysis or software automation testing
OR
- A combination of education and directly related experience totaling eleven or more years.
Preferred qualifications and/or experience:- Experience testing for accessibility compliance (WCAG 2.1+, ARIA, screen readers, etc.) is strongly preferred.
- Four or more years of experience as a Software Test Engineer, Software Developer, or Software Development Engineer in Test (SDET).
- Four or more years of experience performing integration testing of application programming interfaces.
- Experience designing, executing, and analyzing automated end-to-end and system tests within a cloud-native environment.
- Four or more years of experience working within a large, enterprise-level organization that supports multiple entities or business units.
- At least one year of experience working in an Agile development environment.
- Experience with web-based user interface automation using tools and frameworks such as Selenium and Cucumber.
- Experience writing test automation for Angular and/or Typscript application frontends with C# .Net Core backends.
- Experience conducting performance and security testing.
- ISTQB Certified Tester Advanced Level Test Automation Engineer certification.
