The primary purpose of this position is: To serve as the Drug Demand Reduction Program Manager (DDRPM), managing the installation's civilian and military Department of the Air Force (DAF) Drug Demand Reduction Programs.
The DDRPM will act as the focal point for installation drug specimen collection programs and drug prevention/education.
----------- CONTINUING OF CONDITIONS OF EMPLOYMENT REQUIREMENTS-------------------------------------------------------- The individual will be asked to certify, and will sign a statement certifying, no record of conviction for any offense or history of past misconduct involving dishonesty, fraud, or drug abuse (including use, possession or distribution).
Individual must not have a medical or mental health condition that precludes the individual from responsibly performing assigned duties.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
Employee must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
----------- END OF CONDITIONS OF EMPLOYMENT REQUIREMENTS------------------------------------------------------------------- In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of drug demand program goals, principles, methods, and techniques; substance abuse prevention education practices, assessing the status and effectiveness of installation Drug Demand Reduction Program operations.
OR EDUCATION: Have a Master Degree or equivalent Graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D.
in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your college transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of Drug Demand Reduction Program goals, principles, methods, and techniques for implementation and continued support of the Drug Demand Reduction Program to include knowledge of the possible effects of illicit and prescription drug use/abuse on mission accomplishment and community life.
2. Knowledge of accepted training theories, methods, and techniques concerning group dynamics and of techniques for facilitating groups, teaching classes, and making presentations. 3.
Knowledge of the budget process, including developing, maintaining, and executing a budget. 4.
Skill in using DoD Drug Demand Reduction databases and office automation programs (Word, Excel, TEAMS, Outlook) to produce data from various sources to define problem areas and focus corrective action.
5. Ability to communicate effectively with others, both orally and in writing, to manage the Drug Demand Reduction Program and provide educational materials. 6.
Ability to plan, organize, coordinate, and direct work and programs in situations where numerous diverse demands are involved.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
