The primary purpose of this position is: To serve as the Drug Demand Reduction Program Manager (DDRPM) that supervises a limited number of subordinate employees and manages the installation's civilian and military Department of the Air Force (DAF) Drug Demand Reduction Programs In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.
Examples of specialized experience includes (1) working with the Drug Demand Reduction Program goals, principles, methods, and techniques for implementation and continued support of the Drug Demand Reduction Program to include knowledge of the possible effects of illicit and prescription drug use/abuse on mission accomplishment and community life.
(2) Applying accepted training theories, methods, and techniques concerning group dynamics and techniques for facilitating groups, teaching classes, and making presentations.
(3) Able to execute the budget process, including developing, maintaining, and executing a budget.
OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D.
in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however and have at least one year of progressively higher-level graduate education, but have not obtained a master's or equivalent graduate degree.
Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Drug Demand Reduction Program goals, principles, methods, and techniques for implementation and continued support of the Drug Demand Reduction Program to include knowledge of the possible effects of illicit and prescription drug use/abuse on mission accomplishment and community life.
Knowledge of accepted training theories, methods, and techniques concerning group dynamics and of techniques for facilitating groups, teaching classes, and making presentations.
Knowledge of the budget process, including developing, maintaining, and executing a budget.
Skill in using DoD Drug Demand Reduction databases and office automation programs (Word, Excel, TEAMS, Outlook) to produce data from various sources to define problem areas and focus corrective action.
Ability to communicate effectively with others, both orally and in writing, to manage the Drug Demand Reduction Program and provide educational materials.
Ability to plan, organize, coordinate, and direct work and programs in situations where numerous diverse demands are involved.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
OTHER CONDITIONS OF EMPLOYMENT: This position may occasionally access local community venues for outreach activities (i.e., Red Ribbon Week), which in some cases involves working with children on base and in the community.
In accordance with Public Law 101-647 Section 231, and Public Law 102-190, Section 1094, an FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position.
Possess an AFMEDCOM-approved civilian collection trainer certification or the ability to meet certification requirements (per DAF and Health and Human Services (HHS) policy, guidance, and instruction).
Once employee achieves 12 months of sample collection experience, they must become a certified trainer, for military and civilian programs, within 3 months by successfully completing an AFMEDCOM-approved "train the trainer" course.
Individuals are ineligible to serve as DDRPMs if they have a record of conviction by court-martial or civilian criminal court.
Additionally, the individuals are ineligible if they have received non-judicial punishment under Article 15, UCMJ, or a Letter of Reprimand or similar administrative action (Letter of Admonishment, Letter of Counseling) for misconduct involving dishonesty, fraud, or drug abuse (including use, possession or distribution).
Major Duties:
Coordinates the Installation Military and Civilian Drug Testing Programs.
Under the direct supervision of the installation commander/director or designee, is responsible for all aspects of the installation Drug Demand Reduction Programs to include budget, military and civilian collection programs, and drug abuse prevention, education, and outreach Provides administrative oversight to the DAF Drug Demand Reduction Program.
Responsible for oversight of Drug Testing Program Administrative Managers (DTPAMs) working at the installation DDR collection site.
Represents the Drug Demand Reduction Program with a variety of installation and functional area organizations. Performs DAF Drug Demand Reduction Program Training.
Serves as the subject matter expert in both civilian and military DDR for installation programs. Performs evidence-based outreach and prevention education activities.
Conducts training to increase knowledge of the DAF Drug Demand Reduction Program and the effects of illicit drug and substance abuse. Exercises supervisory personnel management responsibilities.
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
