The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities.
The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration.
While all state governments provide such services through various Departmental structures, Colorado’s approach is unique in that these local community services are gathered into one Department of “Local Affairs,” which has a central focus on strengthening Colorado communities and enhancing livability.

The Division of Local Affairs exists to plan, manage and direct a broad array of financial assistance, statutory compliance, and technical assistance services for local governments.
Each work unit conducts research about local governments, primarily related to finance, budget, special district elections, and governmental administration.
The ideal individual will serve as the Division’s water and wastewater subject matter expert and manage the Division’s effort to provide technical assistance to local communities identifying and funding their water and wastewater infrastructure needs.
This position serves as the program manager for the Division's duties with the Water Pollution Control and Drinking Water Revolving Fund programs ("State Revolving Funds" or SRF programs).
The position formulates evaluation methods and processes and uses them to analyze local governments' administrative, managerial, and financial capacity and needs in order to facilitate responsible financial decisions in the SRF and other specific water/sewer loan and grant programs.
It also serves as the Division's staff authority in the fields of local water and wastewater management and exists as part of the Department's technical assistance and research team providing subject matter policy and project development; data and research analysis, and technical assistance to local officials, peers, and agency management.
The primary duties and responsibilities of this position include, but are not limited to:
Serves as the Division's liaison with the Colorado Water Resources and Power Development Authority (CWRPDA) and CDPHE's Water Quality Control Division (WQCD), participating in and coordinating multi-agency meetings and events.
Manages the Division's duties pursuant to interagency agreements and formulates and presents program budget, SRF Intended Use Plans, and annual report for approval by Division management and then the CWRPDA Board and Water Quality Control Commission before submitting to the U.S.
Environmental Protection Agency.
Organizes and conducts regular meetings to promote the Division's multi-agency coordination of water and sewer SRF project funding assistance efforts, including attending program preapplication meetings with local government officials interested in securing SRF funds.
Evaluates, compiles, and presents statewide water and sewer system construction project data to support the agency's funding coordination efforts and the WPCRF and DWRF eligibility lists.
Provides recommendations to DOLA and other funding agency staff and management in an effort to resolve local water and sewer system funding issues.
Advises Division management on water and wastewater compliance enforcement efforts impacting local governments.
Leads the Division's analysis of water quality and proposed state legislation involving water quality issues affecting local governments.
Coordinates SRF marketing, outreach, and education activities and presents program information to interested communities at workshops, conferences, and at local government public meetings and work sessions.
Coordinates receipt of SRF preapplications and applications and conducts financial analysis of the fiscal condition and creditworthiness of local government and non-profit water and wastewater systems to make recommendations on applications for funding.
Analyzes local government and non-profit organizations' administrative, operational, and fiscal capacity and needs in order to facilitate responsible financial decisions and prepare reviews for the SRF programs and other Division and WQCD financial assistance programs.
Supervises and mentors one local government financial analyst position. Assigns Water Pollution Control and Drinking Water Revolving Fund credit analysis cases and monitors the progress to assure accurate and timely completion.

MINIMUM QUALIFICATIONS
Experience Only:
Seven (7) years of experience in public program or project management, which included at least one year of experience in one or more of the following:
water or wastewater system managerial, financial, or technical assessment,
water or wastewater system capital planning,
water or wastewater project development, and/or
water or wastewater system regulation.
Public program management experience includes interpreting, evaluating, and developing rules, regulations, policies, and procedures; overseeing program goals and objectives; contract management; budgeting; outreach and education; and program evaluation and reporting.
OR
Education and Experience: A combination of related education in finance, economics, public administration, environmental science or law, civil or environmental engineering, environmental management, ecology, geology, or other similar physical sciences or a closely related field (as determined by the agency) AND experience as described above equal to seven (7) years.

Required Competencies:
Ability to create accessible documents and technical content that follows plain language guidelines with accessibility in mind.
Public program management experience includes interpreting, evaluating, and developing rules, regulations, policies, and procedures.
Overseeing program goals and objectives; contract management; budgeting; outreach and education; and program evaluation and reporting.
Preferred Qualifications:
Demonstrated knowledge of the federal Clean Water and Safe Drinking Water Acts and Colorado water and wastewater regulations;
Working knowledge of capital planning, utility rate-setting, and public financing;
Experience with environmental program management;
Ability to perform financial analysis;
Outstanding interpersonal skills and ability to work collaboratively;
Strong analytical skills;
Experience with databases, SQL, R, advanced Excel, or similar software.
Ability to provide technical assistance, including formal and informal training;
Outstanding written and verbal communication skills.

42-4-239. Eluding the police; or Street racing.
No convictions within the last five (5) years for: Three (3) or more careless driving convictions; or Speeding 20 mph over the speed limit. Two (2) convictions related to distracted driving or use of a mobile electronic device as described in C.R.S. 42-4-239.
No convictions within the last three (3) years for: Three (3) or more moving violations with a total of more than seven (7) points assessed on the license; or Suspension or revocation of driver license (unless for unpaid child support or other suspension not related to a moving violation).
No requirement of a breath monitoring device, also known as Interlock, to operate a motor vehicle.
