The Office of the District Attorney is seeking a District Attorney Legislative Administrator for its Riverside Office. In this role, the selected candidate will support the Chief Deputy District Attorney by conducting comprehensive legislative research and analysis, preparing written reports, and presenting findings to executive leadership and public officials. The position also involves coordinating with the California District Attorneys Association (CDAA) and the National District Attorneys Association (NDAA) on legislative matters.

The ideal candidate will have at least a Bachelor's degree and experience working with law enforcement or public safety legislation and possess strong analytical, communication, and presentation skills.

Requirements

• Conduct legislative research of issues of importance to the District Attorney.

• Interact with the Board of Supervisors with reference to public safety legislation.

• Coordinate with the California District Attorney Association (CDAA) and National District Attorneys Association (NDAA) reference legislative ideas.

• Interact with federal, state and local law enforcement agencies and legislators with reference to public safety legislation.

• Conduct formative and summative evaluation of government programs.

• Research laws and professional literature.

• Interview agency and legislative staff.

• Conduct focus groups and other forms of qualitative information gathering.

• Design and administer surveys.

• Review and analyze agency records.

• Track legislation affecting the criminal justice system.

• Identify and draft policy alternatives.

• Write grammatically correct and accurate reports that communicate results emphatically and concisely.

• Make presentations to legislators and legislative committees.

• Set up the training, schedule meetings and other activities related to legislative tracking.

• Utilize the Internet for legislative information and monitor legislative committees.

• Prepare and proof correspondence and other documents.

• Prepare reports, presentations and booklets for distribution to officials and staff of the various branches of government.

• Assist in the preparation of letters, reports, charts and presentations, and maintain orderly files.

• Perform other functions as required.

Qualifications

OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in business or public administration, sociology, civil law, psychology or closely related field.

Experience: Two years in a governmental agency as an effective contributor to a work team responsible for designing and executing research to develop a documented basis for policy analyses, program evaluations, management reviews, budget analyses, or similar technical reviews. This experience must have also included writing for and/or testifying before high-level executives or elected public officials expressing sensitive conclusions and recommendations based upon statistical and financial data.

OPTION II
Experience: Six years of reviewing, analyzing and/or interpreting legislation which included at least two years in a governmental agency as an effective contributor to a work team responsible for designing and executing research to develop a documented basis for policy analyses, program evaluations, management reviews, budget analyses, or similar technical reviews This experience must have included writing for and/or testifying before high-level executives or elected public officials expressing sensitive conclusions and recommendations based upon statistical and financial data.

ALL OPTIONS
Knowledge of: Principles of governmental organization, budgeting and accountability; applicable laws, rules and regulations of District Attorney related matters; program evaluation; principles of planning, research and analysis of District Attorney issues and supporting legislation; familiarity with structures and functions of local, state and federal government; application of statistical methods to management analysis; modern office practices, forms and equipment including word processing, presentation and spreadsheet software, preferably Microsoft versions (WORD, POWERPOINT and EXCEL).

Ability to: Analyze proposed local, state and federal legislation; analyze data, reach logical conclusions and formulate recommendations; establish and maintain effective working relationships with county, state and federal administrators and legislators on activities that impact public safety legislation; prepare comprehensive, clear and concise reports and correspondence; communicate effectively in situations requiring sensitivity, tact, persuasion, and instruction.
