Full Job Description

This position is located in the Office of the Architect of the Capitol (AOC), Office of the Chief Executive Officer (CEO) for Visitor Services.

The incumbent serves as the Director, Planning, Evaluation, and Operations Division and provides executive leadership for the strategic planning, evaluation, and operational management of programs supporting the Capitol Visitor Center (CVC).

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

To qualify, applicants must possess one year of specialized experience equivalent to at least the GS-14 level in the Federal service (or equivalent experience) that includes: Leading executive level strategic planning and operations for a complex organization, including development and execution of annual strategic and operational plans.

Exercising authority over budget formulation, execution, and financial governance, including oversight of annual budgets and internal controls.

Directing evaluation, research, and performance management initiatives and implementation of organizational improvements.

Leading human capital and workforce management programs, including supervision through subordinate supervisors and coordination of labor relations.

Exercising broad independent judgment and decision-making authority in high visibility environments.

Coordination with or oversight of technology, infrastructure, or technical service functions in support of organizational objectives. Major Duties:

The Director integrates strategic planning, performance evaluation, and organization wide operations to ensure mission readiness, accountability, and continuous improvement in a highly visible environment subject to public and Congressional scrutiny.

The role requires a results-oriented leader capable of driving planning, evaluation, and operational excellence across diverse functional areas.

The Director, Planning, Evaluation and Operations Division: Provides executive leadership and oversight for enterprise planning, evaluation, and operational programs supporting the Capitol Visitor Center.

Directs overall administrative operations, including strategic planning, budget formulation and execution, workforce planning, procurement coordination, training, metrics, and quality control.

Leads the development and execution of strategic and multi-year operational plans aligned with the AOC’s strategic plan, legislative requirements, and organizational priorities.

Oversees performance management frameworks, including evaluations, metrics, dashboards, and reporting systems to assess effectiveness, efficiency, and outcomes.

Serves as a principal advisor to senior leadership on program performance, organizational effectiveness, and resource alignment.

Oversees governance, internal controls, and risk-management practices to ensure audit readiness, compliance, and operational integrity.

Coordinates and provides executive oversight of enabling and technical service functions, such as technology, infrastructure, and audio-visual services, to support mission-critical operations and visitor services.

Represents the organization before senior leadership and Congressional stakeholders, including preparation of briefings, analyses, and responses to oversight inquiries.

Leads organizational change, workforce development, and performance excellence initiatives across the CVC.

Supervises and develops a multi-disciplinary workforce through subordinate supervisors, promoting accountability, inclusion, and high performance.
