As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Technical Qualifications and Executive Core Qualifications listed below.
Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Knowledge of Federal laws, rules, regulations, and procedures pertaining to inspectional anti-terrorism and passenger tactical targeting operations.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

ECQ 3: Merit and Competence: This core qualification involves demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.
This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
FAILURE TO MEET OR FULLY ADDRESS EACH EXECUTIVE CORE QUALIFICATION AND TECHNICAL QUALIFICATION IN THE RESUME WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

As the Director, National Targeting Center (Passenger) (NTC-P), you will be responsible for anti-terrorism targeting, coordination with Ports of Entry, and other agencies on watch-list encounters, and associated mandates.
You will direct, develop, and implement national targeting; implement Office of Field Operations (OFO) policies to meet the mission and goals of CBP; implement CBP and Department of Homeland Security (DHS) program objectives; evaluate programs for efficiency and effectiveness; coordinate with DHS and CBP senior managers on a range of national security issues; draft legislation and regulations; and advise top officials on a variety of complex intelligence issues.
You will be responsible for supporting a wide range of criminal and administrative issues.
You will support critical and emerging OFO initiatives and coordinate these initiatives in ways that maximize efficiency and present a cohesive program to law enforcement and intelligence communities; Federal, state, local, and tribal governments; stakeholders; and international partners while strengthening the ability to provide comprehensive, fast, accurate data and to make time-sensitive decisions.
You will oversee a highly skilled organization that is an invaluable anti-terrorism tool, consolidating and analyzing information collaboratively across several agencies to help prevent further acts of terrorism and national security concerns.
You will utilize automated risk management at a national level to provide tactical targeting expertise to support our Nation's anti-terrorism efforts in the passenger environment, at Ports of Entry, and internationally.
You will attend Targeting and Intelligence meetings at the national level, remain current on issues that involve the intelligence community, and be prepared to respond to any threat, regardless of its origin or nature.
You will constantly explore new avenues of intelligence; develop tactical targets from raw intelligence; utilize and pursue development of advance technology; and promote the ongoing integration, development, coordination, and implementation of program inspection areas into OFO in support of over 28,000 employees in U.S.
