This job is for a top-level leader who oversees the IT systems and support services that keep the Centers for Medicare & Medicaid Services running smoothly, including data centers, networks, cloud setups, and help for users.
It involves guiding big-picture strategies to modernize technology, ensure security, and follow health care rules while making government operations more efficient.
A good fit would be an experienced IT executive passionate about public service, with a track record of leading large teams in secure, high-stakes environments.
This position is located in the Infrastructure and User Services Group, Office of Information Technology, Centers for Medicare and Medicaid Services (CMS).
As the Director Infrastructure and User Services Group, you will serve as a senior executive providing strategic leadership and operational oversight for CMS's enterprise Information Technology (IT) infrastructure and user services.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Demonstrated executive-level experience leading large-scale, mission-critical IT infrastructure operations, including enterprise data centers, networks, hybrid/multi-cloud platforms, and end-user services.
Experience includes implementing Information Technology Infrastructure Library (ITIL)-based service management; establishing and monitoring service level agreements; overseeing unified service desk operations; directing capacity planning and performance optimization; and leading modernization initiatives involving cloud adoption, automation, infrastructure-as-code, and AI integration.
Examples of this experience include leading enterprise IT infrastructure operations with defined organizational scope and technical complexity, implementing strategic leadership actions, and achieving measurable improvements in operational efficiency, system performance, user experience, or overall mission delivery.
TQ 2: Demonstrated executive-level experience integrating cybersecurity, privacy, and regulatory compliance into enterprise IT infrastructure while maintaining high availability in highly regulated environments.
Experience includes implementing operational security controls across data centers, networks, and hybrid multi-cloud environments; ensuring compliance with federal frameworks (National Institute of Standards and Technology (NIST), Federal Information Security Modernization Act (FISMA), Federal Risk and Authorization Management Program (FedRAMP)) and privacy regulations (e.g., Health Insurance Portability and Accountability (HIPAA)); collaborating with Chief Information Security Officers (CISOs) on risk assessments, security controls, and incident response; directing disaster recovery and business continuity planning; managing identity and access management, encryption, and data protection; and advising senior executives on security risks, compliance requirements, and investment tradeoffs.
Examples of this experience includes security integration, incident management, and strategic security advice that protected organizational assets while enabling mission delivery.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.
This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.
