About the Position: Serves as the Chief Advisor, Consultant or subject matter expert, advising the MSCoE senior leaders, Directors, School Commandants, and other key leaders on matters which impact assigned responsibilities.

Responds directly to the Deputy to the Commanding General (SES) on matters requiring immediate action.

Current Civilian Employees of the Command Domestic Defense Industrial Base/Major Range and Test Facilities Base Civilian Personnel Workforce In order to qualify, you must meet the specialized experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes: (1) Demonstrate expertise in leading multidisciplinary teams in the development of Homeland Defense and Civil Support (HD/CS) operational requirements; (2) Formulate and refine HD/CS concepts, doctrine, and strategic guidance; and planning, managing, coordinating, and evaluating HD/CS program objectives for performance improvements.

(3) Deliver high-level briefings to senior leadership and producing comprehensive, data-driven reports and assessments on HD/CS programs, policies, and operational issues.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

You will be evaluated on the basis of your level of competency in the following areas: Planning and Evaluating Administration and Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

Major Duties:

  • Plan and direct organizational change as required.
  • Direct and monitor research and experimentation in support of HD/CS mission sets within priorities established.
  • Develop long-range program plans, goals, objectives, milestones and evaluate the effectiveness of programs.
  • Plans, programs, and coordinates HD/CSO requirements as it relates to training development, training execution, force modernization and quality control
  • Coordinate and prioritize strategic engagement efforts, organizing, planning, executing and tracking all key leader engagement events.
  • Develop resource (staffing and funding) guidance for program activities and perform continuous appraisal of the utilization of command resources.
  • Oversee the operation of the HD/CS Office in the accomplishment of the program objectives and goals.
  • Provide technical advice and assistance to senior leadership, school commandants, assistant commandants, directorates and department heads.
  • Provide technical advice and assistance in all aspects of Army-wide HD/CS DOTMLPF efforts and the execution of CBRN Response Enterprise (CRE).
  • Identify and recommend implementation of innovative in-service and civilian education community conferences and workshops to support HD/CS.
