This Senior Executive Service (SES) position is in the Office of the Administrator, Office of Policy and Regulatory Management, Federal and Science Advisory Committee Division.
About the Office of the Administrator. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis.
The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position.
Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.
All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role.
Typically this experience can be found in work within this field or a field that is closely related.
As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.
A.

B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors within the required 2-page resume will result in your application being disqualified.
TQ 1 - Demonstrated experience in working with Scientific Advisory Committees that function as a part of a larger organization.
TQ 2 - Demonstrated ability to develop informative and effective briefing and communication materials for senior-level policy officials, peers, subordinates, and other stakeholders, with options and recommendations, often under significant time constraints.
Major Duties:
The Federal and Science Advisory Committee Division Director is responsible for providing effective committee guidance to the EPA Administrator and other senior Agency decision-makers on the Federal Advisory Committee Act (FACA) of 1972.
The incumbent will support strategic policy and oversight for the federal advisory committees (FACs) across the Agency and training for Designated Federal Officers (DFOs) across the agency to ensure compliance with the FACA legislation associated with charters, membership, meeting protocols, and other functions.
Specific duties of this position may include, but are not limited to: - Developing long and short range plans and projects, budgets, and manpower needs for the Division itself and the committees it oversees.
- Managing the process by which the Science Advisory Board provides independent advice to the agency on scientific studies, research planning, and proposed criteria documents, standards, limitations and/or regulations.
- Overseeing the work of the advisory committees and conducting briefings for Agency senior officials based on the advice and knowledge of the advisory committees.
- Representing the Agency on interagency committees, working groups, conferences, seminars, and meetings.
- Overseeing the development, assessment, and improvement of management control systems in order to safeguard programs and achieve results while adhering to the Federal Managers Financial Integrity Act.
- Ensuring that procurements, contracts, grants, and assistance are managed in accordance with Agency and office policies, regulatory requirements, and budgetary constraints.
- Performing the full range of supervisory human resources functions for the Division and subordinate employees.
