The Therapeutic and Diagnostic Imaging (TDI) service at the Dayton VA Medical Center is looking for a Full-time, Diagnostic Radiologic Technologist, Picture Archive and Communications Specialist (PACS) .
The Diagnostic Radiologic Technologist (PACS) provides technical and administrative support to the Service and assist with project and support activities.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification.
All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R).
Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), or Mammography (M) duties performed independently, as applicable.
Advanced certification indicates that the incumbent can operate independently and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination.
In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.
Education.
Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE).
NOTE: Assignment to the clinical program director requires meeting JRCERT minimum educational standards as noted in the assignment description. English Language Proficiency.
DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Grandfathering Provision.
All persons employed in VHA as a DRT on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the DRT occupation.
For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) DRTs that require a certification, may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
(2) DRTs that require a certification only at higher grade levels must meet the certification requirement before they can be promoted to those higher grade levels.
(3) DRTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
(4) DRTs initially grandfathered into this occupation, who subsequently obtain additional education and/or certification that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
(5) Employees who are retained as a DRT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a DRT.
Grade Determinations GS-11: Experience: At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, PACS technologist, clinical program director, or an assistant chief radiologic technologist This position serves as a liaison for the Office of Information and Technology (OI&T), Biomedical Engineering staff and clinical users to ensure the PACS system is configured to optimize imaging including distribution capabilities; develops methods and programs to evaluate, monitor and maintain digital imaging and voice recognition systems; serves as team leader in planning, developing, and instructing users in the operation of PACS network elements, the 14 integration of these with related systems, and recommends corresponding upgrades.
This position researches and or/analyzes problems, issues, or program requirements supporting the functions of a digital imaging system; performs complex system administrator functions such as: oversight of RIS (Hospital Information System/Radiology Information System) links necessary to interface with the HIS (Hospital Information System), Application Entity (AE) titles, individual and user group creation, and access management, system filters, exam code dictionaries, DICOM configuration testing, hanging protocols, voice file exchange, and other duties associated with this position.
The incumbent ensures compliance with all national and VA information and security requirements, including archiving of images to VistA imaging.
This position may independently function as a DRT, which may include complex modality such as CT, MR, mammography, ultrasound, and IR.
The candidate must demonstrate all of the following technical KSAs: Knowledge of contingency plans during equipment downtimes.
Ability to act as liaison for Radiology with biomedical engineering and OI&T.
Ability to develop methods and programs to evaluate, monitor, and maintain digital imaging and voice recognition systems.
Ability to lead a team of multidisciplinary members in accomplishing strategic planning and integration of PACS and network elements.
Ability to perform complex system administrator functions such as: oversight of RIS (Hospital Information System/Radiology Information System) links, AE titles, individual and user group creation and access management, etc.
Knowledge of VA and other national guidelines pertaining to PACS network, VistA imaging, and database security.
Knowledge of specific positioning, technique, and imaging procedures so he/she will be able to perform and reconcile image information correctly and efficiently during technical post processing and evaluation.
Preferred Experience: 2-4 years experience performing Picture Archive and Communication Systems (PACS) administrative operations that include monitoring PACS, voice recognition and related systems including application systems, network interface software, imaging modality interfaces and system administrative software.
2-4 years experience performing all duties and adjustment to the Radiology Information Systems (RIS), managing user access control for the RIS and PACS systems, new user requests and provisioning, assigning menus, security keys, and mail groups.

Major duties include but are not limited to: Coordinates work with Diagnostic Radiology, Cat Scan (CT), Magnetic Resonance Imaging (MRI), Ultrasound, Interventional Radiology (IR), Nuclear Medicine and Radiation Oncology sections within TDI and other services, users of digital radiographic images throughout the Medical Center and remote sites of care as applicable.
Coordinates with the Clinical Application Coordinators (CACs), VNA Coordinators, and PACS Administrator in training and development of instructional materials for display of radiographic images at clinical workstations.
Responsible for the "imaging chain" for when the images are transferred from the modality to PACS, ensuring the electronic reconciliation of the images with the Radiology report via VR dictation system.
Performs daily PACS administrative operations that include monitoring PACS, voice recognition and related systems including applications systems, network interface software, imaging modality interfaces and system administrative software.
Initiates proper repairs when possible and instructs users in proper operation or work arounds, and initiates repair requests with appropriate services or vendors when necessary.
Monitors daily exams to identify and update dictation (VR) status, modality image (DICOM) failures and assures integrity of images and data integration between RIS and/or commercial PACS system and the EHR VNA.
Provides support for modality connectivity problems, i.e., image transfer or worklist problems, consulting with HTM or ITOPS personnel as needed.
Acts as back-up liaison with users, technical support, training, operations personnel, and vendor for the PACS Administrator. Serves as the primary contact in Imaging for media import/export.
Manages requests to import outside imaging exams (including images and/or reports) into the EHR and PACS.
Imports imaging exams/reports into the Radiology PACS System and other EHR systems for comparison.
Ensures all imported imaging exams are administratively reconciled, according to National Radiology Program Office (NRPO) guidelines.
Mammography/Ultrasound Breast exams imported also require associated BI-RADS to be entered as part of the administrative close out.
Monitors transmission of data from EHR and RIS to the Breast Cancer Registry (BCR), and Lung Cancer Screening Platform (LCSP).
Performs all duties of making required adjustments and changes to the RIS for the Diagnostic Imaging Service including managing user access control for the RIS and PACS systems, new user requests and provisioning.
Assigns menus, security keys, and mail groups to service employees as well as non-service employees requesting special service/RIS options, making necessary updates to access rosters as employee's transfer to and from other services.
Identifies and determines training needs for Radiologists, Imaging Residents, Technologists, support staff and student staff regarding all relevant elements of documentation of imaging information, notes, and reports in the EHR/RIS.
Troubleshoots workflow problems, facilitates placement of work orders and other requests for assistance with Imaging operations when workflow problems occur within the department.
