Full Job Description

The primary purpose of this position, Design and Construction Schedule Analyst, NH-301-03, is to serve as a Schedule Analyst in support of the United States Visiting Forces (USVF) Military Construction (MILCON) program execution in the United Kingdom on behalf of US Air Force and all Department of Defense agencies.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade NH-02, or GS-11 equivalent in other pay system.

Examples of specialized experience includes: Providing support with regards to scheduling matters in the full spectrum of construction contract administration from project planning through completion, including both pre/post contract award, utilizing knowledge of project progress, project close-out activities, and other activities related to the project.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of analytical and evaluative methods as well as Construction Management standards, policies, and network analysis system approaches to apply appropriate program evaluation and qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of the network analysis schedule.

Extensive experience in the development of construction schedules and advanced knowledge of methods, and innovative techniques of construction management, project scheduling and contract administration as well as knowledge of regulations, guidance, practices, tools, and procedures covering the design, construction, maintenance, and operations of infrastructure and facilities with familiarity with various engineering disciplines (civil, mechanical, and electrical, and architecture).

3. Knowledge of standard contracting regulations, practices and procedures. 4.

Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions and skill in use to build and review constructions schedules. 5.

Skill in written and oral communications to disseminate guidance, letters, bulletins, etc., conduct briefings, and present issues and recommendations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

-Serve as an expert of construction schedule analysis and impacts in a variety of construction contracts (firm fixed price; indefinite delivery/indefinite quantity; job order contracting (JOC); New Engineering Contract (NEC); and on advanced contract administration matters like cost or pricing data (Truth in Negotiations Act)).

-Apply specialized expertise and utilize state-of-the-art software tools and computer programs in the development and analysis of project schedule coordination and integration for the planning and construction of multiple projects to advise Construction and Contracting personnel.

-Perform data traces to confirm that sub-tier contractor schedules are accurately networked and incorporated into the prime Contractor and overall program schedules.

-Provide comprehensive analysis of data obtained by utilizing government PRIMAVERA P6 or AE firm/customer analytical tools (production reports, expected time of completion reports, project status reviews, and data validation) of contractor constructions claims, particularly those involving alleged delay of project completion with significant potential cost impacts.

-Keep informed on the status and progress of work by reviewing and monitoring scheduling data, running schedule reports, attending project development and construction progress meetings, attending data calls as needed.
