Full Job Description

The Air Traffic Organization (ATO) comprises 35,000 controllers, technicians, engineers, and support personnel whose daily efforts ensure that aircraft are safe, separated, and on time.

The Office of Safety is composed of highly skilled experts who proactively identify and mitigate operational risk in the National Airspace System.

To meet the minimum qualifications of this position, you must clearly articulate and describe within your two (2) page resume evidence that you possess the Executive Leadership Dimensions (ELDs) and Mandatory Technical Requirements (TRs) related to this position.

MANDATORY TECHNICAL REQUIREMENT (TR): TR: Experience leading, managing, and providing strategic direction for a transportation-industry-focused organization responsible for establishing operational, safety, and quality assurance policies, standards and procedures.

EXECUTIVE LEADERSHIP DIMENSIONS (ELDs) ELD 1: Commitment to the Rule of Law and the Principles of the American Founding – This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ELD 2: Driving Efficiency -This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ELD 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.

ELD 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ELD 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a current member of the FAAES, Career SES, or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have Career SES reinstatement eligibility, you do not need to address the ELDs.

Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the FAAES. Major Duties:

The Deputy Vice President (DVP) oversees a complex, multi-faceted, multi-disciplinary organization with multiple funding streams with executive oversight of policy and organizational activities to identify, analyze, mitigate, and manage risk to the National Airspace System (NAS).

The DVP directs organizational efforts to manage safety risks, assures quality standards, instills an open culture of disclosure, educates employees, promotes continuous improvement, and converts safety and quality data into management information.

Principal Responsibilities Provides advice and guidance regarding the safety, quality assurance, policy, and performance of the Safety Management System and the quality control of all direct mission support technical training.

Translates the ATO's operational needs into actionable high-level requirements. Evaluates organizational completion of short-term and long-term goals and program performance.

Ensures that products, services, and activities are complete and fully integrated across the Air Traffic Organization (ATO) and are consistent with current ATO policy and strategic plans.

Interacts with senior executives and managers within the FAA, key representatives of Congress, other Federal agencies, state and local governments, general public and aviation industry during formal and informal meetings, briefings, and functions to address or resolve significant issues and defend the ATO's and FAA's position on safety, and quality assurance.
