About the Position:

This position supports the mission of the agency by working to reduce our citizens’ vulnerability to fire, crime, terrorism, and natural hazards.

In compliance with the Preparedness Division’s Strategic Plan, the Fire Mobilization program is charged with providing resources and support to local fire departments that require assistance through use of the Washington State Fire Service Resource Mobilization Plan.

This position specifically supports the mission of the agency and the division’s strategic plan through representation of the WSP and the Fire Protection Bureau during fire mobilization events and through participation in the firefighter certification program; both of which help to control risk to life, property, and community vitality that may result from destructive fire and emergency incidents.

This position is responsible for representing the agency during fire mobilization incidents, serving as a resource to local fire officials, incident commanders, and incident management teams.

This position is also responsible for working with the Washington State Fire Defense Committee to review, revise, and recommend changes to the Washington State Fire Service Resource Mobilization Plan.

This position serves as the primary subject matter expert on the Mobilization Plan and how it interfaces with the statewide Comprehensive Emergency Management Plan (CEMP).

This position is also responsible for the timely and accurate processing of Fire Mobilization payments to individuals, agencies, and vendors.

This position also supports the firefighter certification program by assisting with the day-to-day activities within the program, including test grading, data entry concerning testing data, and other duties to ensure timely customer service.

This position makes recommendations for necessary program improvements.

This position represents the Fire Protection Bureau to external stakeholders and other groups as assigned.

This position reports to a Chief Deputy State Fire Marshal. This position also takes programmatic direction from other Chief Deputy State Fire Marshals within the Fire Prevention Division.


About the Division:
The Fire Prevention Division is active in providing a variety of Fire Protection services including all risk mobilization, fire inspections on licensed care facilities, plan review of schools, data collection, analysis, hazardous materials training, and the licensing and certification of the fire sprinkler, fireworks, and cigarette industries to both public and private sectors. These sections provide planning, training, and technical assistance for firefighters and emergency responders who are mobilized for statewide emergencies such as hazardous materials, earthquakes, nuclear facilities, as well as other high-risk situations.

Requirements

Under general direction from the Chief Deputy State Fire Marshal, you would be responsible for:
  • Provide guidance to incident commanders and incident management teams to ensure compliance with the Mobilization Plan.

  • Provide verbal and written incident status updates to dispatch centers, supervisor, bureau/agency command staff and state executives as scheduled and as needed.

  • Maintain appropriate resource records to facilitate accurate tracking and payment/reimbursement to firefighters/fire agencies/contractors.

  • Ensure cost documents are provided by the incident management team in such a manner as to facilitate efficient cost tracking and payment.

  • Work with members of the Fire Defense Committee to review, revise and recommend changes to the Mobilization Plan.

  • Maintain historical documentation of plan updates and changes.

  • Prepare program specific handbooks and guides for program staff and agency leadership.

  • Deliver Mobilization Plan training as needed/directed.

  • Audit time records and reimbursement requests for accuracy and compliance with business practices of Mobilization Plan.

  • Prepare firefighter payroll documents for submission to Budget & Fiscal Services.

  • Prepare invoice vouchers and supplemental documentation for payment of fire agencies, vendors and contractors.

  • Communicate with payees either verbally or in writing to correct payment vouchers and reimbursement requests.

  • Provide mobilization contract information to fire agencies verbally and in writing.

  • Provide updates on fire cost, payment processing progress, and status of returned payment vouchers to supervisor as scheduled or as needed.

  • Review and analyze payment data to support bureau/agency reporting as needed/directed.

  • Shipping and receiving certification test packages, grading of tests and analysis of test scores using test bank management software, data entry of written/practical testing results and certification information.

  • Provide customer service verbally or in writing to resolve stakeholder issues in compliance with certification guidelines.

  • Validate and correlate written test banks. Research and prepare accreditation documents.

This position interacts with fellow Professional Development & Response section employees, other Fire Protection Bureau employees, external fire service stakeholders, and representatives of other allied agencies.


Work is primarily performed indoors in an office environment, though field response to fire mobilization events may require work outdoors or in a makeshift office environment without heat or air conditioning. Some work may require infrequent visits to firefighter training sites in an outdoor environment during inclement weather. Exposure to hazards commonly found in government office environments and some driving on unimproved/primitive roads.

Schedule: Standard 8 hours/day, 5 days per week, The incumbent may be assigned a 4-10’s schedule. The incumbent may be expected to adjust the work schedule to meet the agency’s business needs. Overtime is required to fulfill mobilization functions. This position is in stand-by status for the duration of the fire season as assigned, typically late June to early October. Mobilization Field Response may require shifts in excess of 8 hours and outside of normal business hours.

Qualifications

Required Qualifications:
  • High school diploma or GED equivalent.
  • Must possess a valid, unrestricted Washington State Driver's License or able to obtain one within 30 days of employment for response to mobilizations.
  • Must have a strong knowledge and command of Microsoft Office suite, including Outlook, Word, Excel, and PowerPoint.

  • Knowledge of the Washington State Fire Service Resources Mobilization Plan.

  • Familiarization with the organization and function of the National Incident Management System (NIMS).


Conditions of Employment:
  • Successful completion of a pre-employment polygraph examination and background investigation.
  • Must successfully pass and obtain the ICC Fire Inspector 1 certification within 6 months of employment;
  • Must successfully pass and obtain the ISFAC or Pro Board accredited NFPA Fire Instructor 1 within 1 year of employment.
  • Must successfully pass and obtain the Finance Section Unit Leader training when available.
