This National Guard position is for a DEPUTY STATE CONSTRUCTION AND FACILITIES MANAGEMENT OFFICER, Position Description Number PDD2673000 and is part of the WY Construction and Facilities Management Office, Wyoming Army National Guard.
This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.

Para/Line: 1220/002 Selecting Official: LTC Michael Kingman AREAS OF CONSIDERATION: Referrals of qualified applicants will be issued in the following order: Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the CFMO.
Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming National Guard.
Area 4: All current Drill Status Airmen and M-day soldiers of the Wyoming National Guard. Area 6: Current military members of the US Army, Army Reserves or other states' Army National Guard units.
Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.
MILITARY GRADE In-State Applicants: Min: O-4 / MAJ Max: O-5 / LTC DESCRIPTION OF WORK: Work involves supervising or performing work requiring knowledge of (a) the basic processes of administration, (b) the principles and standard practices of management, and (c) the techniques of organization, direction, coordination, and control.
MINIMUM REQUIREMENTS: Must possess experience, education or training which provide a general knowledge of principles of organization, management, and administration.
Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information.
Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled.
Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must possess at least 1-year specialized experience equivalent to at least the next lower grade level (GS-12).
Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions.
Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations.
Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures.
Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed.
Experience which includes leading, directing and assigning work of personnel. NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position.

This position is in the Wyoming National Guard's Construction and Facilities Management Office, Planning and Programming Branch.
The primary purpose is to serve as the deputy (full assistant/alter ego) to the Wyoming National Guard's Construction and Facilities Management Officer.
This position is authorized to make technical and executive decisions for the Wyoming National Guard's Construction and Facilities Management Officer in all areas of functional responsibility.
Manages the day-to-day base support and long-term construction/maintenance requirements for the Wyoming Army National Guard. 1.
Serves as principal advisor to the Adjutant General, Chief of Joint Staff, and J4 on all aspects of ARNG construction, facilities management, environmental, and other associated programs within the state.

Directs program/project activities through a subordinate supervisory staff and a work force consisting of federal, state, and other full and part time employees, including a multitude of technical experts such as professional architects, engineers, engineering technicians, environmentalists, skilled craftspeople in highly diversified occupations, and persons in administrative specialties such as budgeting, contracting, data processing, real estate, and personnel.
3. Personally and/or through subordinate supervisors, performs or directs performance of the following programs/activities: a.
Architectural & Engineering Activities: Prepares in-house and/or contracted architectural and engineering (A&E) master plans, construction/maintenance project plans, specifications and bidding documents.
b.
Military Construction Program: Plans, develops, coordinates, and manages the state's multi-million-dollar ARNG Military Construction (MILCON) program through either state or federal contracting procedures.
c.
Operations and Maintenance Facilities Program: Plans, develops, and executes the state's ARNG facilities real property operations, maintenance, and repair program, which includes minor construction, modifications, maintenance, and repair of buildings, surfaced areas, and other ARNG structures, as well as utilities projects.
