Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.
Specialized Experience for this position includes: - Managing housing, community, or economic programs in rural/urban areas or persons living in poverty areas; AND - Planning, implementing, coordinating, or communicating protocols or strategic plans across multiple sites geographically; AND - Collaborating with elected Federal, State, or local officials, representatives of industry, and general clientele and recommending solutions to housing, community, or economic issues.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

This position is located in the Office of Field Policy and Management (FPM). FPM supports 64 offices across the field and provides organizational leadership to Regional and Field Office Directors.
The Office develops mechanisms which ensure critical field program delivery issues are addressed; assess program impacts and customer service at the local level; and provide operational feedback designed to constructively influence program design and Departmental policy-making.
As a Deputy Regional Administrator, you will: Provide overall leadership and accountability in furthering HUDs mission and goals, and in ensuring the regional office and field offices and key operations are aligned with the Departmental Strategic Plan, which also includes outreach efforts, and the timely and effective delivery of HUD programs and services to the communities and residents of a defined geographical area that is composed of a multistate and/or highly populated region.
Take all needed actions, in accordance with Departmental policies and protocols, to oversee that the Regional Office promotes and facilitates the concept of a common enterprise, through ensuring understanding, and constructive and cooperative relationships between members of management and the local union leadership (in accordance with the collective bargaining agreement).
Assist and consult with the RA in setting clear objectives and goals for the region, facilitating cooperation and teamwork, in giving final approval for major needed actions and/or making decisions on a spectrum of personnel and operational matters; and in providing leadership in the development and implementation of Regional Office plans, policies and procedures, and for delegating authority, when needed and appropriate to the Field Office Directors (FOD), and subordinate staff, and holding them accountable.
