This job involves advising top officials at the U.S. Treasury Department on international tax policies, helping shape laws, regulations, and treaties that deal with taxes across borders.
It also requires working with other countries and organizations to promote U.S. interests in global taxation.

The Deputy International Tax Counsel serves as the principal deputy to the International Tax Counsel, advising Treasury leadership on international tax policy.
The role supports development of international tax legislation, regulations, administrative guidance, and tax treaties; addresses cross-border taxation and compliance issues; and coordinates with foreign governments and international organizations to advance Treasury's international tax policy objectives.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ1 - Demonstrated ability to analyze, interpret, and apply complex international tax laws, treaties, and related legal authorities, and to provide authoritative legal advice on international tax policy and administration matters.
TQ2 - Demonstrated knowledge of, and experience with, legislative and regulatory processes affecting international taxation, including development, interpretation, and implementation of statutes, regulations, treaties, or administrative guidance.
TQ3 - Demonstrated ability to work effectively within Treasury and with other Federal agencies or international counterparts on international tax matters.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.
Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Major Duties:
As the Deputy International Tax Counsel, you will: Serve as Acting International Tax Counsel in the absence of the Counsel. Provide supervisory leadership and manages Office staff as directed.
Independently identify issues affecting the Office and implements projects and programs to address them.
Identify provisions of the Internal Revenue Code requiring reform, amendment, simplification, or expansion to implement Administration tax policies.
Work with Congressional committee staff, including legislative counsel, on drafting tax legislation and committee reports.
Review legislative proposals referred to the Department and prepares or directs preparation of analyses, reports, testimony, and recommendations to the President and the Office of Management and Budget.
Present and promote Treasury's legislative positions before Congress, the public, and tax practitioners.
Identify statutory provisions requiring administrative or regulatory guidance to implement or improve tax administration.
Maintain close working relationships with senior Internal Revenue Service officials to clarify legal and policy issues.
Review, revise, and direct development of regulatory and administrative guidance to ensure alignment with Treasury policy.
Provide legal analysis and recommendations and present guidance initiatives to Congress, the public, and tax practitioners.
Coordinate efforts with Deputy Assistant Secretaries in the Office of Tax Policy. Maintain ongoing relationships with international organizations on tax matters.
Represent Treasury tax policy at the Organisation for Economic Co-operation and Development and support Treasury's international engagements at the Group of Twenty, Group of Seven, United Nations, and multilateral development banks.
Assist with multilateral negotiations and related policy coordination.
Engage with senior Treasury officials, other Federal agencies, Congressional staff, State and local governments, foreign governments, international organizations, and stakeholder groups to present and advance Treasury tax policy positions.
Serve as a liaison with other tax counsels and the Office of Tax Analysis.
Provide expert testimony, briefings, and policy support to Congress, the Office of Management and Budget, the White House, the Internal Revenue Service, and Departmental leadership.
Assist the International Tax Counsel in managing legislative and administrative projects. Monitor project status, resources, schedules, and staff assignments.
Support workforce management, including performance oversight, workplace issues, and recruitment. Develop and implement procedures to improve office operations and effectiveness.
