This Senior Executive Service (SES) position is in the Office of Finance and Administration, Office of Budget and Performance. About the Office of Finance and Administration.
This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected).
The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position.
Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.
All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role.
Typically this experience can be found in work within this field or a field that is closely related.
As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors within the required 2-page resume will result in your application being disqualified.
TQ 1 - Demonstrated experience managing complex processes and functions in the areas of budget development, resource management, internal controls, planning, performance, and risk management.
TQ 2 - Demonstrated experience developing and communicating solutions to technical resource management problems and working with client programs to balance the need to meet environmental program requirements with administrative goals.
Major Duties:
This position is in the Office of Finance and Administration (OFA), Office of Budget and Performance (OBP). OBP serves as EPA's central office for planning, budgeting, and performance management.
It leads the development and implementation of the strategic planning framework, setting long-term goals and measures for annual planning and budgeting.
OBP oversees budget formulation, resource planning, execution, and reporting to aid national decision-making.
The Office manages strategic reviews of progress towards EPA's objectives, assesses significant risks, and develops strategies to enhance program management.
Additionally, OBP formulates policies for using evaluation, data, and analysis to inform planning, budgeting, and operations, while also spearheading the Agency's continuous improvement program.
Specific duties of this position may include, but are not limited to: - Assisting the Office Director in overseeing EPAs implementation of the Federal performance framework, strategic and annual planning, priority goal setting, strategic objectives, performance measures, strategic foresight, enterprise risk management, and data-driven Agency organizational performance reviews and strategic reviews; - Formulating the EPA vision and mission statements, decision principles, long-term goals, and production and development of EPA's Strategic plan; - Leading the production and deployment of the Agency's Continuous Improvement Plan (Lean Management System); - Managing the the development of Agency performance measurements to establish effective metric methodology, integration of environmental and programmatic data, indicators, and other evidence to develop and improve long term performance goals; - Preparing the Agency's Annual Performance Plans and annual Agency Performance Report as required by the Government Performance and Results Act Modernization Act of 2010; - Designing and implementing the Agency's quarterly performance review process, annual strategic review process, and enterprise risk management capabilities; - Managing the development and use of EPA performance reporting and analysis tools; - Providing the Administrator and other senior officials with professional advice and guidance on budgetary policy matters; - Assisting the Director in leading and overseeing preparation of the Agency's annual plan and budget; - Performing supervisory human resources duties over subordinate employees and staff; - Managing the budgetary process and ensuring resources are efficiently managed and overseeing the entire procurement and contracting procedures and processes.
