Summary

This job is for a Deputy Director role in the U.S.

Space Force, where you'll supervise a team handling personnel assignments for Air Force Reserve members, including planning, organizing, and improving related programs.

The primary purpose of this position is: To serve as a second level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the HQ Air Reserve Personnel Center (ARPC), Assignments Directorate.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience includes: (1) Working with directing a program segment that performs technical, administrative, protective, investigative, or professional work; (2) providing complex administrative or technical or professional services directly affecting a large or complex multi-mission military installation; (3) performing a wide range of qualitative and quantitative methods for the assessment and improvement of Reserve practices, guidelines, policies, programs, regulations, and laws related to personnel management; (4) using personnel systems and personnel requirements relating to Reserve appointments, assignments, force development, joint qualification system and medical recruitment program.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of Reserve practices, guidelines, policies, programs, regulations, and laws related to personnel management.

Expertise in procedures unique to the Reserve forces along with knowledge of personnel systems and personnel requirements relating to Reserve appointments, assignments, force development, joint qualification system and medical recruitment program matters.

2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4.

Ability to communicate effectively, both orally and in writing. 5.

Skill in analyzing organizational and operational problems and develop timely and economical solutions, working out solutions to problems and/or questions relating to work. 6.

Ability to organize and lead teams tasked to resolve complex data issues and implement new technologies and skill to plan, organize and direct functions of staff and resources in critical aspects of development, production, and sustainment activities in support of systems, subsystems, and business processes.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and directs the activities of Assignments Directorate, ensuring that Active Guard Reserve and Reserve assignments, Force Development, Education and Incentives, Accessions, and Pre-trained Individual Manpower complies with legal and regulatory requirements and meets customer needs.

Develops goals and objectives that integrate organization and Headquarters Air Force, ARPC, and Air Force Reserve objectives. Exercises supervisory personnel management responsibilities.

Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Represents Assignments Directorate with a variety of installation and functional area organizations.

Attends high level conferences and meetings at HQ ARPC, HQ USAF, HQ AFRC, HQ AFPC, the Air National Guard Readiness Center, other service components, Major Air Commands, and other agencies.

Actively participates in reviews of legislation, DoD instructions and USAF regulations and directives, and accurately evaluates and analyzes as well as researches and responds to Air Force Board of Correction of Military Records and Congressional Inquiries: determines applicability to directorate and provides advisory opinions on interpretation, extent of application and effect on directorate operations.

Reviews and determines impact of automation plans and proposals on current manual operations. Designs and conducts broad-based and comprehensive studies of limitless boundaries.

The studies are to improve Efficiency by identifying, analyzing, proposing, and devising new organizational structures, realignment of functions and staff levels.
