This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Justice and Transportation Programs.
The Deputy Associate Director serves as the principal career advisor to senior agency leadership on programs related to the Departments of Transportation, Homeland Security, Justice, General Services Administration, and related activities.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.
TQ 1: Demonstrated experience effectively communicating complex policy, programmatic, and budgetary issues through oral and written communications, including the ability to interact with career and political senior officials, external partners, and other entities that have differing and often conflicting interests.
TQ 2: Demonstrated knowledge of and/or policy and budgetary experience in one or more of the following areas: general administrative services, homeland security, transportation, criminal justice, law enforcement, immigration, and/or cybersecurity.
TQ 3: Superior analytical ability to make important judgements and develop recommendations which serve as a basis for Administration decision on a wide variety of policy and budgetary matters.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.
This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

The Deputy Associate Director is a member of the Senior Executive Service (SES), a group of top government leaders.
This position directs the work of other senior executives and expert staff members, and as is the foremost career expert and principal advisor to the Program Associate Director for Justice and Transportation and other senior agency leadership on federal transportation, homeland security, and justice programs, and government-wide administrative services administered by the General Services Administration.
As Deputy Associate Director for Transportation, Homeland Security, Justice, and Services, your typical work assignments may include the following: Directing and overseeing the work of Branch Chiefs and professional staff engaged in budgetary, legislative, regulatory, management, and other policy oversight activities for the Department of Transportation, Department of Homeland Security, Department of Justice, General Services Administration, and related governmental programs and activities in support of the President's Budget.
Providing executive-level guidance to the Program Associate Director and senior agency leadership in assigned subject areas to translate complex budgetary and policy issues into clear and actionable guidance to implement Administration priorities and reforms.
Engaging with senior officials of the agency, the Executive Office of the President, and other Executive Branch agencies in major efforts, often recommending solutions to problems or negotiating resolution.
Representing OMB's position on interagency matters, often requiring strong initiative and creativity to deliver high-quality staff work to policy officials and other senior leaders.
