The Deputy Associate Administrator (AA) for Commercial Sealift is the Senior Executive that participates fully in policy determining functions and as a member of the executive team of the Maritime Administration (MARAD).
The Deputy AA serves as the principal liaison between MARAD and policy making officials of private industry concerned with or subject to cargo preference laws and Jones Act issues within the purview of MARAD.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1.
Demonstrated senior-level professional and technical expertise in commercial sealift operations and maritime affairs, including extensive knowledge of Strategic Commercial Sealift programs, U.S.-flag vessel operations, and domestic coastwise (Jones Act) trades.
This includes the ability to analyze complex maritime policy and operational issues and develop programmatic and legislative recommendations that strengthen the use of U.S.-flag vessels in support of national defense and government shipper requirements.
TQ 2.
Demonstrated ability to communicate, influence, and negotiate effectively with senior executives across industry, domestic and foreign governments, civilian and military organizations, and non-governmental stakeholders.
This includes leading complex studies and analyses, translating findings into actionable recommendations, and representing the agency in high-level, sensitive, and strategically significant intergovernmental and industry forums.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

ECQ 2: Driving Efficiency -This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.
This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.
Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Major Duties:
The Deputy Associate Administrator will: Oversee the Office of Cargo and Commercial Sealift which administers and implements a variety of programs related to the promotion of government-impelled cargo opportunities for U.S.
flag ships. Oversee the Office of Sealift Support which coordinates activities in the sealift support area within the Department of Defense (DoD), U.S.
Transportation Command, the National Security Council (NSC), National Defense Transportation Association (NDTA), and other agencies, as appropriate.
Conduct special studies leading to program recommendations, including legislative recommendations to foster the use of U.S.-flag ships by government shipper agencies and to develop opportunities for U.S.-flag vessels in the Jones Act trades.
Identify and implement management improvements, cost reductions, and enhanced efficiencies whenever possible.
Represent MARAD in conferences, meetings, symposia, and interagency briefings relative to U.S.-flag commercial ships carrying both nationally and internationally.
Advise the Administrator on matters under review by the Committee on Foreign Investment in the U.S. with potential to affect the marine transportation system.
