Full Job Description

The Deputy Assistant Administrator, Office of Acquisitions is responsible for leading and overseeing the performance of the entire DEA acquisition system; establishing policy for acquisition plans and strategies, validating program acquisition requirements, developing acquisition program guidance; and establishing policy on acquisition matters, to include contracting, procurement, and training and career development of acquisition personnel.

Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: MTQ 1 - Demonstrated experience in establishing policy on acquisition matters, to include contracting, procurement, and career development of acquisitions personnel.

MTQ 2 - Demonstrated ability to provide authoritative advice and counsel to senior officials on matters associated with external communications and public information functions and activities.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

Civic-Mindedness: Stays up-to-date on important developments in American government and aligns organizational objectives and practices with presidential and public interests.

Demonstrates a commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

Sub-Competencies: Fiscal Responsibility: Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals.

Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities.

Managing Resources: Manages resources efficiently and effectively based on current and projected organizational goals, skills, budget considerations, and staffing needs.

Leveraging Technology: Explores emerging technology and potential applications. Incorporates technology to enhance efficiency and achieve results. Ensures access to and security of technology systems.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

Serves as the Head of Contract Activity (HCA) and Bureau Procurement Chief (BPC), the incumbent is directly responsible to Assistant Administrator/Chief Financial Officer for oversight of all procurement matters in DEA to include directing the development, implementation and management of integrated, coordinated and uniform policies and programs which govern DEA procurement in accordance with applicable public laws and regulations; leading DEA managers in the conduct of business-related activities; and directing the development and implementation of DEA policies and procedures for system acquisition strategic planning and compliance assurance.

Provides executive leadership over the development and implementation of acquisition frameworks that strengthen buying power, promote competition, and ensure disciplined stewardship of public resources across a complex, multi-billion-dollar portfolio.

Oversees acquisition policy modernization and ensures compliance with Federal Acquisition Regulation (FAR), departmental directives, and government-wide initiatives while enabling innovation and operational agility.

Develops administrative policies and procedures associated with procurement matters, e.g., small purchases and contracts, Purchase Cards, records management, and training and career development.

Directs the development of an integrated Contracting Officer Representative (COR) and Program Manager (PM) workforce cohort, establishing professional standards, training pipelines, and governance structures that strengthen acquisition execution and accountability across programs.

Champions workforce capability development to improve requirements definition, performance management, and contract oversight.

Provides executive oversight of acquisition systems, analytics, and reporting environments, advancing enterprise transparency through standardized metrics, performance dashboards, and decision-support reporting that inform senior leadership and investment governance bodies.

Represents DEA in meetings and conferences with key staff members of DOJ, GSA and other Federal agencies in the development and implementation of DEA programs.

Maintains liaison with relocation and moving contractors and other private organizations, professional organizations, research centers, universities and other Federal agencies in implementing division programs and furthering program goals and objectives.

Directs the planning, development and implementation of dynamic improvements in acquisition, procurement policies and processes, data standards and enterprise eBusiness capabilities to ensure DEA's employees receive quality products and services on time and at reasonable prices.

Collaborates with other Divisions to ensure functional processes, policy, and data requirements are incorporated in Department of Justice-wide procurement-related business initiatives and systems.
