Ability to apply sound supervisory personnel management principles and practices to the selection and supervision of staff.

Ability to plan, analyze and justify the financial and physical resources of Children, Youth and Teen Programs.

Ability to develop, implement and maintain a high quality school age care, youth and teen program.

Ability to train, motivate and work effectively with subordinates having a variety of backgrounds, experience and training.

Ability to communicate in English orally and in writing to individuals at many levels. Ability to plan, coordinate and effectively participate in events involving high level concerns.

Knowledge of safety requirements for children and youth in order to assist in providing an environmental setting conductive to developmentally appropriate activities for the children and youth in care.

NON APPROPRIATED FUNDS POSITION DESCRIPTION JOB TITLE: CYP Deputy Administrator BUSINESS TITLE: CYP Deputy Administrator( SAC, Youth & Teen) FLSA: Exempt SERIES: 1701 PAY LEVEL: NF-4 INTRODUCTION: The primary purpose of this position is to assist in the planning, directing and systematically evaluating the installation¿s Children, Youth and Teen Programs, ensuring the efficiency, effectiveness and productivity of the organization in the absence, and in support of, the Children, Youth and Teen Program Administrator.

DUTIES AND RESPONSIBILITIES: Serves as the installation Youth and Teen Program Coordinator for a very large Youth and Teen Services Program which includes a center-based system with three programs/services (e.g., School Age Care, Youth, and Teen Programs).

Interprets and implements Marine Corps and DoD policies and guidance; plans for program development; and implements, directs, and coordinates the installation¿s Y&TDS administrative and operational policies and procedures.

Applies professional knowledge of Youth and Teen principles to interpret Y&T philosophy and policy in a manner that assures developmental programming for all Y&T operations.

Develops and supervises the implementation of a variety of curriculum plans and activities that are supportive of youth and teen characteristics; fosters the physical, social, emotional and intellectual growth of all children enrolled in installation SAC, Youth and Teen programs; and are developmental in nature regardless of setting.

Develops the criteria and monitors the implementation of the organization of center-based indoor activity spaces into functional areas that provide developmentally appropriate learning experiences for youth and teens.

Determines requirements for program equipment and materials.

Ensures quantities, levels of complexity and age-related program materials and equipment are appropriate to support age group numbers and activity centers.

Ensures that all management procedures and policies in installation Y&T operations show awareness of youth and teen developmental needs.

Plans and supervises administration of the installation center-based systems to include, school age care, hourly, special needs, and Y&T programs/services as applicable.

Formulates installation/community policies and procedures necessary for the operation of all school age programs/services in the center-based system in accordance with regulations and to comply with accreditation standards.

Defines and monitors implementation of staffing requirements and fee/tuition policies. Plans and directs efforts which provide interaction between all program component staff, parents and community.

Plans and supervises the administration of center-based systems of Youth and Teen Programs within the installation/community.

Formulates installation/community policies or procedures necessary for the operation of all Youth and Teen programs in accordance with MCO and DoD regulations.

Defines and monitors implementation of policies involving BGCA standards in youth and teen centers/programs.

Plans and directs efforts which provide interaction between all program component staff, parents and community.

Coordinates the integration of all the center-based systems as applicable, including enrollment of children through a centralized administrative structure, and overall supervision of individual Y&T programs/services.

Establishes and monitors food service policies and procedures for the installation Y&T Program which adhere to United States Department of Agriculture (USDA) guidance and MCO.

Monitors USDA Child Care Food Program funds when applicable.
