Full Job Description

The purpose of the Child and Youth Program (CYP) Direct Care Supervisor position is to assist the facility Director in providing routine supervisory oversight, support and instruction for CYP Direct Care Professionals in Child Development Centers (CDC) and School Age Care (SAC) Programs.

The CYP Direct Care Supervisor provides oversight and accountability of assigned staff during all hours of program operation. The Military Child Care Act requires national accreditation of CY programs.

Minimum education requirements are required by the accrediting body.

Incumbents must have one of the following: A 4-year degree in Youth Development, Child Development, or related field, which can include Recreation, Youth Recreation, Physical Education, Elementary Education, Secondary Education, Early Childhood Education, Psychology, Social Work, Home Economics with an emphasis in Human Development or other degrees as appropriate AND 2 years of full-time experience working with children and/or youth.

OR Two years of specialized experience teaching children or similar work equivalent to at least the next lower grade or level requiring application of the knowledge, skills, and abilities of the position to be filled.

Knowledge of regulations, policies, and standards applicable to the CYP.

Knowledge of developmentally appropriate programming designed to meet the physical, emotional, social, and cognitive needs of children and youth from 6 weeks to 18 years of age.

Knowledge of child and youth development principles, practices, and techniques. Knowledge of Federal and State laws governing the detection, prevention, and reporting of child abuse and/or neglect.

Knowledge of leading a team and understanding motivation and learning styles of individuals and groups in a CYP environment. Skill in program planning, organizing, and employee scheduling.

Skill to provide leadership, mentoring, coaching to develop and lead teams in collaborative environments.

Skills to conduct informal and formal assessments of children to inform decisions about the children, to improve teaching practices and activity planning, and to drive program improvement.

Skill to conduct and document observations of CYP direct care staff to determine progression and provide feedback and follow up.

Ability to support and consistently reinforce developmental training of CYP direct care staff, providing ongoing guidance on the range of principles, practices, and techniques to ensure safe, healthy, and appropriate classroom/activity area operations, including recognition and identification of childhood illnesses and child abuse, etc.

Ability to conduct and review program evaluations of classroom and activity areas, identifying areas that need improvement, and establishing and implementing corrective action plans to address deficiencies.

Ability to communicate effectively in English, both orally and in writing in order to communicate with CYP team and customers, prepare reports and plans, and document observations.

Possesses strong interpersonal skills with children, youth, and adults. Ability to identify and respond to emergency situations including evacuations, child illness, and physical and emotional needs.

Ability to maintain records and reports. Ability to safeguard and account for monies and equipment. Ability to supervise others. Major Duties:

Supervisory duties comprise 25% of incumbent's time and include but are not limited to: Directs work to be accomplished by staff.

Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Participates in section staffing decisions.

Ensures staff receives proper training to fulfill requirements of their positions.

Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

General duties comprise 75% of incumbent's time and include but are not limited to:Personnel Management Supervises an assigned team of direct care professionals and volunteers.

Initiates and implements personnel actions and supports the CYP Director in order to assure quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers.

Supports and carries out all established Equal Employment Opportunity objectives and policies in matters of personnel management and communicates support of these policies.

Establishes local performance standards for employees and volunteers using established standards and requirements and rates employees' performance.

Coordinates with Training and Curriculum Specialists and confirms intended learning outcomes are applied and reassessed as applicable to refine individual competency and promote mastery of new skill.

Encourages and facilitates the pursuit of continuing higher education, including the Child Development Associate (CDA) credential, Military School-Age (MSA) credential or college level classes.

Program Operations Develops the staffing schedule to ensure staff: child ratio compliance, supervision of children and youth, planning/training time is integrated, and overall classroom/activity area support occurs.

Considers and approves leave and accommodation requests. Posts and submits schedule to supervisor for awareness.

Ensures program schedule is followed, makes adjustments based upon emergent needs, confirms that staff are clear on assignments and documents program schedule updates.

Program Management Ensures the implementation of a developmentally appropriate SAC and/or CDC program that promotes the social, emotional, physical and cognitive growth of children and youth in the age categories served.

Conducts quality assurance checks on classroom/activity records to include lesson plans, after action plans, medication and allergy documentation, classroom inspection checklists, temperature logs, child portfolios, inclusion and behavior support plans, accident/incident reports, child attendance and accountability reports, as well as any locally required documentation.

Ensures specialized programs for children and youth with special needs are implemented within current policy.

Ensures programming supplies and materials are adequate, well maintained, and available for utilization according to lesson and activity plans.

Submits requests for developmentally program specific materials, equipment and furnishings.

Management Operations Ensures facility, program, and activity security through impromptu and routine safety checks to include classroom playground access/egress points, as well as scrutiny of indoor/outdoor inspections.

Submits repair requests for assigned classrooms/activity areas and ensures temporary mitigations when necessary.

Ensures assigned areas are clean (if applicable sanitized), clear of clutter, and well maintained. Reports lapses in cleaning contract to Director or Assistant Director for action.

Communication Initiates conversations and engages professionally with parents, other CYP Professionals, local installation personnel, school representatives, and program partner organizations (i.e., Kids Included Together (KIT)), as needed.

Assists with establishing and implementing combined Parent Involvement Board (PIB) that includes parents and representatives from the CDC, Family Child Care (FCC), School Age Care (SAC), Youth Programs (as applicable to each installation), as well as Child and Youth Education Services (CYES).

Compliance Interprets and applies child and youth development philosophy/principles and Department of Navy (DON) policies based on patron needs and program evaluation and assessment.

Assists in obtaining and retaining DoD certification and accreditation.

Oversees development and delivery of core programs and activities outlined in operational and programming instructions, standards, and guidance.

May support other CYP program components as outlined in the CYP Management Standards. Ensures compliance with the US Department of Agriculture (USDA) Child and Adult Care Food Program (CACFP).

Serves as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.
