The Colorado Water Conservation Board (CWCB) exists to establish water policy as directed by statutes to address Colorado’s water issues. The CWCB is governed by a 15 member board that includes governor-appointed representatives from each of the eight major river basins, the City and County of Denver and several state agencies. Since nearly all of Colorado’s water originates within its boundaries but is shared with other downstream states, the CWCB works to protect and assure that Colorado maintains its ability to fully use its allocation of the water under various agreements and court decrees. However, the development of those resources increasingly must focus on the wise use of water in recognition of future drivers like population growth that put pressure on state waters. The major “units” (sections) of the CWCB related to water supply planning, interstate and federal water issues including water information, instream flow and natural lake level protection, watershed and flood protection, grants and water project financing including agency budgeting/admin support.


The Colorado Water Conservation Board advocates for the protection, conservation, and development of the waters of the State in order to secure the greatest utilization of such waters and the utmost prevention of floods for the benefit of present and future inhabitants of the State.

This work unit is responsible for all studies, analyses, and investigations pertaining to Interstate Compacts and negotiations on the Colorado and Arkansas Rivers, the Colorado Salinity Control Program, the Endangered Species Recovery Programs in the Upper Colorado River, San Juan River, and Platte River Basins, the Glen Canyon Adaptive Management Program, Federal Reserved Water Right settlement negotiations, and other interstate and federal water resources studies, negotiations, and activities for which the Board is responsible.

This work unit is also responsible for evaluating and assisting the Board in making its recommendations for Recreational In-Channel Diversions (“RICDs”).

This work unit has unique technical and policy expertise in interstate matters and Compacts that is critical to the success of the CWCB in complying with its statutory responsibilities, including those related to RICDs and instream flow water rights.

This work unit also assists by representing the CWCB Director at Ground Water Commission meetings and other stakeholder meetings as directed.

This work unit assists in the review and development of water policy legislation and works on special projects as directed.

* This is a Hybrid position - Work is primarily performed from a home office, however the selected candidate will at times report to the office at 1313 Sherman Street - Denver, CO for meetings, trainings and projects as directed by the supervisor.


This position exists to provide specialized professional support related to water resource management issues that intersect with federal, interstate, and/or water information policy, projects, and programs.

This position, under the general supervision of the supervising Section Chief and the Deputy Section Chief, is responsible for policy areas including, but not limited to, hydrologic investigations and efforts with interstate and/or federal implications; recreational projects including Recreational In-Channel Diversions (RICDs); and general support on Interstate and Federal programs.


Important responsibilities of this position include:

  • conducting and overseeing contracts for highly technical work in water resource engineering and management;
  • reviewing and evaluating studies conducted by others;
  • representing the Board, the Director, and the Interstate, Federal, and Water Information Section as directed;
  • making recommendations to supervisor, Director, and Board on water resource issues that pertain to projects and programs under the position’s purview, and developing memos and presentations for the Board as directed by supervisor;
  • managing projects and programs on behalf of the Section;
  • coordinating with Section staff on technical, policy, and engineering work; and
  • supporting administrative and technical work for the Section Chief, as directed.

Minimum Qualifications:


Six (6) years of professional work experience in water resources, natural resources, engineering, hydrology and hydraulics, program management, data science or management, or a related field.


- OR -


A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years (Bachelors equals four years, Masters equals two years, Doctorate equals one year).


Acceptable degree types include natural resources policy, natural resources management, environmental science, environmental studies, environmental policy, engineering, hydrology, geography, natural resources economics, natural resources law or a field of study related to the work assignment.
