GS-09: The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of Curriculum and Education Technology Specialist, GS-1701-11.

Incumbent works closely with supervisor in performing duties identified in full performance personnel document.

(cont'd under Duties) In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicant has a degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicant has a combination of education and experience with courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-09: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.

Examples of specialized experience includes comprehensive knowledge of a wide variety of complex instructional technologies and methodologies (such as Interactive Courseware and distance learning) sufficient to design and develop instructional programs, which utilize complex technological applications.

Comprehensive knowledge of a wide variety of instructional development methods sufficient to develop revised instructional materials, which result in complete and full-length training products for specialty areas of career management fields.

Comprehensive knowledge of a wide variety of educational technology such as gaming, mobile learning, videography, simulations, animations, and virtual/augmented reality.

OR EDUCATION: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in education or in a subject-matter field appropriate to the position.

NOTE: You MUST submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

GS-11: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of the principles, practices, and techniques of instruction. 2.

Knowledge of instructional design and materials development to include use of technology for design and delivery of training and the ability to analyze, evaluate, and accomplish special training studies and projects.

3. Knowledge of adult educational strategies such as active learning, collaborative learning, and experiential learning. 4.

Skills in educational learning technologies such as gaming, mobile learning, videography, simulations, animations, and virtual/augmented reality. 5.

Ability to establish program objectives and to assess progress toward their achievement. 6.

Ability to effectively communicate orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Major Duties:

Summary (cont'd from above): GS-11: The primary purpose of this position is to implement improved teaching/learning strategies; and to incorporate technology applications for both resident and non-resident courses that improve quality, efficiency and effectiveness.

Duties: Assesses all training programs and processes within the unit to identify where/how the application of technology and new teaching/learning strategies can improve quality, effectiveness, and efficiency.

Develops, validates, evaluates, and updates complete training products while maximizing the utility of everchanging technological capabilities.

Trains and assists other Learning Professionals in developing, designing, and implementing programs/processes and learning products to improve the quality, effectiveness, and efficiency of resident and nonresident training courses.

Accomplishes special projects relating to the instructional program.
