Job Description

Summary

This job involves training users on a statewide criminal justice computer system called ACCESS, managing user accounts and permissions, and conducting audits to ensure agencies follow federal security rules.

It supports law enforcement and other agencies in Washington by providing expert guidance on system use and compliance.

A good fit would be someone detail-oriented with experience in training, IT security, or criminal justice who enjoys working with diverse agencies to promote safety and accuracy in records.

About the Position:

The A Central Computerized Enforcement Service System (ACCESS) Section provides Federal Bureau of Investigation (FBI) required user, Originating Agency Identifier (ORI) and device management, training, and performance auditing for all terminal agencies and users (criminal justice agencies, non-criminal justice agencies, and users that use the ACCESS system) within Washington state. Staff members act as subject matter experts for the Section providing education, audits, guidance and interpretation based on the federal standards. They manage and validate certified users and agency ORI and devices ensuring appropriate usage and security for the terminal agencies and devices. This position supports the mission by managing the program standards of system security, personnel security, training certifications, performance auditing, and providing subject matter experts for our criminal justice and non-criminal justice users. It supports positive solutions for terminal agency compliance to the applicable federal standards.

This position interacts with state, city, county, federal, and tribal criminal justice and non-criminal justice agencies. This position provides the tools for user agencies to meet the requirements of their agreement with the WSP to use the ACCESS terminals and for NJCA access to CHRI. The standards are provided by the FBI. This position provides the audit, training, and user management to effectively use the terminals and NCJA agencies in compliance with the FBI standards.

Requirements

Our new teammate will be able to:
  • Reviews criminal history logs and reports to terminal agencies their compliance issues and ratio.
  • Conducts yearly WSP LInX audits of all internal LInX users, compiles findings, reports completion and any audit findings to appropriate unit management.
  • Builds presentations that meet state and federal training requirements for system usage, technical security, TAC, and other applicable topics.
  • Schedules and instructs classes regionally, schedules training rooms, sets up training equipment including projector, computer, speakers, and microphone as necessary.
  • Reviews and updates training materials as needed.
  • Creates and updates online trainings for users to meet the annual reaffirmation for ACCESS.
  • Ensures all user training records are properly recorded and maintained within the nexTEST application.
  • Adds, disables, and updates users within the Omnixx Console database as needed.
  • Provides TACs with userID and passwords as they add new users.
  • Sets system permissions within the Omnixx Console database for each user.
  • Researches and works with agencies to verify they meet the requirements to be certified as a criminal justice agency and coordinates this effort with FBI legal staff.
  • Attends as a committee member and subject matter expert, workgroups for protection order forms changes, FBI NICS changes, and/or legislative changes upon request.
  • Receiving the information for record entry each day and ensuring accurate, timely and complete entry of the records.
  • Responds to customer requests via the ACCESS Email box, work orders, regular email, and telephone.
  • Runs and provides technical reports on system usage and records requests as requested.
  • Researches and provides interpretations for user agencies on topics related to ACCESS usage, including coordinating with the FBI legal staff, audit staff, state Attorney General, and/or other WSP staff.
  • Reviews and provides feedback for manual changes, presentation edits, and contributes to other projects as needed.
  • Provides testing for system changes and reports system defects or issues as needed.
  • Builds and maintains other resource materials such procedure templates, informational packets for TACs and new agency heads.

Work Setting, including hazards:


When not traveling, work is performed in an office cubicle setting with exposure to hazards commonly found in state government office environments. When working regionally, may be exposed to more cramped, hazardous office environments.

Schedule (i.e., hours and days):

Standard business hours are Monday through Friday but the incumbent may be expected to adjust work schedules to accommodate the business needs based on travel and customer requests.

Travel Requirements:

Up to 50% travel may be required and is typically local or regional (in-state) to conduct training.

Tools and Equipment:

Must be able to lift and move equipment for classes (up to 50 lbs).

Customer Interactions:

Frequent contact with customers including some contact with those who may be stressed, angry, or who have difficulty providing information. be able to assemble and disassemble computer, projector, speaker sets, and/or microphones as needed.



Qualifications

Required Qualifications:
  • Must possess a valid driver’s license due to in-state travel required to complete job duties.
  • Associates Degree or two years’ experience working in a records entry or dispatch position in a Washington state criminal justice agency, two years as a business auditor, or a combination of all adding to two years’ experience.
  • Effective presentation, customer service, and communication skills, both written and verbal.
  • Ability to provide professional, tactful, thoughtful communication with a team, peers, and customers.
  • Knowledge of local, state, and federal criminal justice systems and business practices.
  • Proficiency with multiple software programs including Microsoft products (i.e. Word, PowerPoint, Publisher, Outlook, and Excel).
  • Demonstrated organizational and time management skills.
  • Must be able to assemble and disassemble computer, projector, speaker sets, and/or microphones as needed.
  • Must be able to lift and move equipment for classes (up to 50 lbs.).
  • Must be able to travel 50% of the time when required to conduct onsite audits and/or training. (Travel is typically local or regional (in-state).
