CRIMINAL INFORMATION SYSTEMS SUPERVISOR – BOOKING & INTAKE


POSITION OVERVIEW

The Criminal Information Systems Supervisor provides hands-on leadership and operational oversight for the Criminal Information Systems Unit within the booking and intake section of a detention facility.

This working-supervisor role is responsible for supervising Criminal Information Systems Technicians, ensuring accurate and timely processing of criminal justice information, and performing technical duties alongside staff in a fast-paced, high-volume environment.


KEY RESPONSIBILITIES:

Leadership & Supervision

  • Supervise, mentor, and evaluate Criminal Information Systems Technicians assigned to booking and intake operations.
  • Provide daily direction, assign tasks, and monitor workflow to maintain efficient, 24/7 operational coverage.
  • Promote a professional, accountable, and team-oriented work environment.

Hands-On Operational Work

  • Perform the same technical duties as technicians, including data entry, verification, and system updates during booking and release processes.
  • Assist with complex or high-priority entries, corrections, and validations.
  • Support staff during peak workload periods, emergencies, or staffing shortages.
  • Ensure all criminal justice information is processed accurately and in accordance with legal and regulatory requirements.

Booking & Intake System Responsibilities

  • Oversee the entry, validation, and maintenance of arrest charges, warrants, holds, detainers, and release documentation.
  • Ensure proper use of criminal justice information systems such as GCIC/NCIC, CJIS platforms, AFIS/biometric systems, and local jail management systems.
  • Coordinate with arresting agencies, courts, and internal detention staff to resolve discrepancies or missing information.
  • Monitor timelines to ensure compliance with statutory requirements for booking, identification, and record submission.

Training & Staff Development

  • Develop and deliver training for new and existing staff on booking procedures, system use, data accuracy, and compliance standards.
  • Maintain up-to-date knowledge of system changes, policy updates, and best practices.
  • Create and update standard operating procedures, training materials, and reference guides.

Quality Assurance & Compliance

  • Conduct regular audits of booking entries, warrants, and criminal history submissions to ensure accuracy and compliance with CJIS, NCIC, and state regulations.
  • Prepare audit reports and implement corrective actions when necessary.
  • Serve as a point of contact during internal and external audits or inspections.

System Administration & Coordination

  • Assist with user access management, system troubleshooting, and coordination with IT or vendor support.
  • Participate in testing and implementation of system upgrades or new technologies.
  • Identify workflow inefficiencies and recommend process improvements.


QUALIFICATIONS:

  • Associate's degree and four (4) years of work experience with criminal justice information systems in a detention, law enforcement, or criminal records environment; two (2) years of experience as a Criminal Information Systems (CIS) Technician.
  • Knowledge of booking and intake procedures, criminal history standards, and CJIS/NCIC compliance requirements.
  • Demonstrated supervisory or lead experience.
  • Strong communication, organizational, and problem-solving skills.
  • Ability to work accurately under pressure while maintaining confidentiality and security standards.
  • Willingness to work flexible hours, including weekends or holidays.


Preferred Qualifications

  • Georgia Crime Information Center (GCIC) Certification; Criminal Justice Information Systems (CJIS) Network Operator Training; Security and Awareness Training.
  • Experience developing training materials or standard operating procedures.

Purpose of Classification:
The purpose of this classification is to perform professional, technical and analytical work in the development, implementation, maintenance, management, support and monitoring of the entry and retrieval of information into the Georgia Crime Information Center (GCIC) and National Crime Information Center (NCIC) databanks and other applicable computer systems. Perform duties related to overseeing various records management programs. Assignment location may vary.

Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, trains, and evaluates assigned staff; establish workload, prioritize work assignments, and resolve staff issues; develops performance objectives and expectations for assigned staff; develops and oversees the creation of complex records into various systems; assists in the development of record management policies and procedures, and prepares activity reports for assigned unit.

Analyzes issues affecting the unit, business process and the automated system (Odyssey); provides guidance and/or make recommendations regarding planning of new rules and development of policies and procedure manuals regarding the business process in consideration of Criminal Justice Information Systems (CJIS) network related operations, GCIC/NCIC council rules, policies and procedure.

Enforces applicable laws, rules and regulations; policies and procedures governing GCIC/NCIC work-related functions; departmental policy and procedures; and Fulton County Personnel Policy and Procedures; Develops and maintains training guidelines and related materials; provide CJIS terminal operator's training/certification; interprets and enforces departmental policies and procedures related to records maintenance functions, including ensuring that records are valid, accurate, and meet required deadlines.

Prepares various reports and documents; review documents received by the assigned unit for completeness and accuracy such as criminal and civil arrest warrants, court orders, defendants' charge disposition, incoming inmate's booking package, GCIC/NCIC databanks, etc.

Serves as a liaison between employees, management, GCIC/NCIC technical support staff, judges, judicial staff, attorneys and other law enforcement agencies.

Researches, compiles, and/or monitors administrative or statistical data pertaining to departmental operations; summarizes data, performs routine data analysis, and prepares reports; conducts research of department files, legal records, database records, electronic data sources, internet sites, hardcopy materials, or other sources as needed.

Creates and maintains filing systems for data and records. Determines the effectiveness of existing filing systems, develops procedures for file maintenance and determines when records and documents are to be purged, archived, and/or destroyed.

Additional Functions:
Performs other related duties as required.

SPECIAL REQUIREMENTS:
