Summary

This job involves managing the daily finances, budgeting, and accounting for a county human services department, including overseeing payments, reconciling funds, and supervising a team that handles accounts payable and purchasing.

Key Requirements

  • One year of experience as a County Fiscal Officer 1, or two years of accounting/budgetary experience with a business-related bachelor's degree including six college credits in accounting
  • Four years of accounting/budgetary experience with a business-related associate's degree including six college credits in accounting, or equivalent combination supplemented by six accounting credits
  • Proficiency in fiscal management, including budgeting, cost accounting, ledger closing, and journal entries using SAP
  • Supervisory experience over accounts payable and purchasing units
  • Ability to perform reconciliations for petty cash, EZ Pass accounts, and distribute county appropriations
  • Pennsylvania residency and passing a background investigation, including PA State Police, Child Abuse, and FBI clearances under Child Protective Services Law
  • Full-time availability for 8:30 AM to 4:30 PM schedule, Monday through Friday, with no telework option

Requirements

As a Fiscal Officer 2, you will be responsible for the daily operations and overall fiscal management of the Department of Human Services (DHS), Administrative program fund, and Accounts Payable unit.

You will perform budgeting, accounting, and closing of the DHS Administrative ledgers using various cost accounting formulas, in collaboration with responsible fiscal staff.

This role coordinates year-end SAP closings and necessary journal entries for different departments and programs. Additionally, you will supervise Accounts Payable and Purchasing unit for DHS.

Other duties include:

  • Distribute county appropriations
  • Reconciliation of the DHS petty cash fund
  • Oversite, payment, and reconciliation of DHS EZ Pass account
  • Prepare operational and procedural manuals as needed

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You will not have the option to telework in this position.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a County Fiscal Officer 1; or
  • Two years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or
  • Four years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.

Legal Requirements:

  • You must pass a background investigation.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
