Master's Degree in one of the behavioral sciences with a current state license to practice independently as a Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, Licensed Professional Counselor, or Clinical Psychologist and must provide a photocopy with their application.

Two years of post-graduate experience in various modalities and skill to provide individual, group, couples and family treatment/counseling.

Experience that demonstrates knowledge of the principles and practices in the field of behavioral health treatment and skill, and experienced judgment in extending advanced concepts and methods for improving the quality and accessibility of behavioral health treatment.

Experience that demonstrates that subject matter expertise in behavioral health treatment, clinical program development, professional training, clinical supervision theory and practice, licensing and certification requirements, and other aspects of treatment.

Experience that demonstrates the ability to provide expert technical assistance to professionals in the field and the ability to introduce innovative approaches and extension of established methods and practices.

Major Duties:

Serves as the Clinical Specialist for Community Counseling & Prevention, Behavioral Programs Branch (MFC), Marine and Family Programs Division (MF), Headquarters Marine Corps.

Provides policy guidance and other functional support to ensure quality execution of counseling services on installations Marine Corps wide that address a range of behavioral health issues to include but not limited to anxiety, depression, stress, violence, coping, and other factors that detract from an individual¿s behavioral health.

Community counseling services include individual, marital, group, and family modalities for issues responsive to brief solution-focused therapy and case management activities.

Conducts reviews and analyses of installation clinical services and provides recommendations concerning community counseling processes.

Ensures that screening, treatment, and/or referral processes are aligned with best practices, implemented efficiently and effectively in order to return Marines and their families to optimal functioning.

Provides oversight of comprehensive case management of services as supported by Marine and Family Programs Division to active duty and retired military members, the Reserve components of the military services, their families, and DOD civilians as space permits.

As a community counseling clinical services specialist, the incumbent uses ingenuity in extending and adapting existing guidelines and in providing for the development of new methods and techniques where there are no appropriate guidelines.

Through professional leadership, guidance, and authoritative consultant services on behavioral health treatment areas, the incumbent provides a framework of guidelines used by behavioral health clinical staff and others directly involved with the program.

Assists in developing program objectives, new evaluation tools, monitoring procedures, and program review criteria.

Exercises analytical ability, judgment, discretion, and applies a thorough knowledge of management principles, practices, methods, and techniques to analyze accuracy of planning processes and procedures to recommend improvements.

Assist in the writing and maintenance of all community counseling requirements in the applicable Marine Corps Order.

Develops partnerships with DOD and other federal agencies affecting behavioral health treatment programs, which addresses combat and operational stress issues, anxiety, depression, and other common behavioral health concerns while maintaining awareness of activities and initiatives in Family Advocacy, Sexual Assault and Prevention and Response, and Substance Abuse Programs.

Provides technical assistance to Major Command staff members and other stakeholders to improve and sustain counseling capabilities.

Ensures that general counseling support capabilities are timely, relevant to commanders' needs, flexible, sustainable in execution, and thoroughly coordinated within the Marine Corps and external departments and agencies.

Summarizes and identifies significant program trends and issues, and ensures sufficient funding resources are available to achieve program objectives.

Forecasts and estimates program requirements and prepare reports with statistical and narrative data for top-level management.

Reviews and interprets new and established DoD and DON directives, instructions, and regulations for potential policy or operational impact on the Marine Corps prevention and family support programs.

Develops and prepares Marine Corps instructions, operating policies, inspection procedures, and guidelines, and recommends changes and adjustments to assure accomplishments of prevention and family support program goals and objectives in conjunction with the MF mission and strategic plan and vision.

Serves as liaison between OSD, other services, and HQMC management officials as requested.

Conducts special projects related to treatment and family support such as program study assignments that involve organizations, operations, and functions integrated with: education, training, substance abuse prevention, suicide prevention, family violence prevention, and personal financial management throughout the Marine Corps for complex multi-mission installations.

Represents the Marine Corps, as required, at different forums concerning Behavioral Health.

Maintains contacts with officials in appropriate Marine Corps commands, as well as other Services, DoD, and Congressional staffs, to monitor current policies, determine Marine Corps compliance with current programs, and to identify trends that affect Marine Corps programs.

Collects data from diverse sources and uses them to produce meaningful management analysis. Develops military correspondence, point papers, briefs, and other items for HQMC Flag Officers.

Performs other related duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs. may be required.
