This job involves leading the facilities management for the federal prison system, overseeing budgets, construction, maintenance, and policies to keep prisons safe and efficient.

To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position.
Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level.
Specialized experience is directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment.
Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully.
This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives.
This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program.
Some examples of this qualifying experience are: Experience in facility management sufficient to serve as the national program leader and technical authority on correctional facility design.
Experience developing and implementing facilities programs involving highly complex technical and operational problems.
Experience formulating short and long range policies, procedures, standards, and guidelines for facilities management.
Experience recognizing applicable laws and codes which influence guidelines for construction projects. If applicable, credit will be given for paid and unpaid experience.

**Your eligibility for consideration will be based on your responses to the questions in the application.** Major Duties:
Supervises the management of the Bureau of Prisons' (BOP) Building and Facilities budget.
Provides updated instructions to all field locations, architectural and engineering firms, field engineers and facility managers on approved BOP design and construction criteria.
Supervises the program managers who develop, implement and monitor activities relating to mandates from public laws and regulatory agencies.
Supervises management of the BOP vehicle and fleet services, management of the Building and Facilities program and management of the preventive and corrective maintenance program.
Develops national policy, standards, guides and instruction for activities associated with management of BOP facilities.
Studies and analyzes construction and maintenance techniques as they relate to and affect the financial and operational aspects of facilities management policies and formulates and recommends new or modified policies and plans which better serve the agency mission and goals.
Reviews and recommends responses to legislative proposals relating to facilities management activities.
Represents the agency in meetings, conferences and negotiations with other Federal and State agencies and with non-governmental organizations such as product manufacturers and industry representatives; commits the agency to a course of action on complex or controversial technical or engineering matters involving nationwide facilities applications.
