We are seeking a team member that is motivated to work together with Washington Corrections Center (WCC) staff and executive leadership team. As Correctional Program Manager (CPM) you will play a crucial role in our facility by partnering in the development of solutions that bring success and unity in our efforts to support our staff, safely operate our facility and improve public safety by positively changing lives. In this position you will provide leadership to program and unit staff and also partner with staff throughout the facility in combined efforts to successfully and safely operate living units as well as new and ongoing programs at WCC.

Washington Corrections Center is located 35 miles north of Olympia, the state capital. WCC is a Reception and Diagnostic Center.

The facility is a medium, close and maximum custody facility with the primary responsibility to process, test, and classify all adult male incarcerated individuals sentenced to prison in Washington State.

The facility has seven living units, and houses approximately 1,800 incarcerated individuals. There are approximately 500 incarcerated individuals screened and processed each month.

WCC also serves as the major hub for transportation of incarcerated individuals to and from facilities throughout the state.

You will be one of 3 Correctional Program Managers that cover similar duties over different facility areas and programs. In the role of this Correctional Program Manager, you will work cohesively with unit and program staff to support living units and multiple program areas. You will work under the direction of the Associate Superintendent of Programs. Your position will be integral to shaping and molding of facility culture as well as enhancing safety and operational practices to allow effective programming. The culture of our institution and how all staff respond to the entire operation and to each other is as important as the written policies and procedures.

As one of WCC's Correctional Program Managers you will be a member of the executive leadership team for the facility. In your position you will oversee the day-to-day operations of the Incarcerated Individual social and security programs, custody, classification, and movement within the Training Center (TC), Restrictive Housing, and other areas of responsibility. In this position, you will have an essential role in contributing to staff and community safety and holding Incarcerated Individuals accountable through the administration of criminal sanctions and effective reentry programs at the Washington Corrections Center.

Requirements

This Correctional Program Manager position is responsible for living units of various custody levels, is a liaison for multiple programs, oversees and participates in the classification processes for our population and is a member of our management team.

The duties of the Correctional Program Manager (CPM) are in alignment and in support of the agency’s mission: To improve public safety by positively changing lives; and the agency’s vision: Working together for safer communities.

This position is critical to the Agency commitment: To operate a safe and humane corrections system and partner with others to transform lives for a better Washington.

This position contributes to these by completing a job screening process, provides for safe housing, and implementing programs that better the lives of those we serve.

As a Correctional Program Manager, some of your duties will include:

Oversee the day-to-day operations of the Incarcerated Individual social and security programs, custody, classification, and movement within the Training Center (TC), Restrictive Housing, and other areas of responsibility

Assist with management and determination of staffing needs for five or more Reception Units, three or more General Population Living Units and one Restrictive Housing Unit.

Manage Incarcerated Individual Job assignments, recreation, visitation program, family friendly activities, incentive and cultural events, Extended Family Visits, volunteer programming, and translation services.

Maintain the highest standards of personal/professional and ethical conduct and support the state's goals for a diverse workforce.

Oversee hiring, training, evaluations, and corrective action for staff.

Identifies employees' development needs and provides meaningful developmental opportunities.

Ensures timely completion of investigations.

Development and monitoring of the incarcerated individual classification process for four living units, one maximum custody, one medium custody, and two minimum custody.

Oversees the Restricted Housing Unit (RHU). The primary function in overseeing the Restricted Housing Unit is to monitor placements and length of time spent there in order to continue to reduce the use of solitary confinement.

Serves as the Washington Way liaison, Sustainability in Prisons Project (SPP) liaison, Incoming Transport/Job Screening (ITJS) liaison, and the facility Americans with Disabilities Act (ADA) coordinator.

Chair Local Family Council

Participates in the rotation for facility duty officer and as a member of the facility Executive Management team.

May assist and/or provide urgent or emergent decisions needed in the absence of the Associate Superintendent.

Responsibilities require the continuous inspection and review of corrections and security procedures and involves the interpretation of management policy in the daily operations of the facility to ensure the orderly operation of the facility and the safety, health and welfare of staff, incarcerated individuals, visitors, volunteers, and the public.

Monitors staff use of equipment and supplies of all supervised programs, living units, and other areas of control. This position is not assigned an annual budget but is responsible to ensure all living units adhere to an assigned monthly budget.

Makes recommendations and presents justification for budgetary scope of operations for assigned living units, ADA, and other program areas under direct supervision.

Write and review operational memorandums, Post Orders, Operation Manuals, and administrative bulletins.

Qualifications

What we need (required qualifications):

  • Two (2) years of college or equivalent credits from an accredited institution whose accreditation is recognized by the US Department of Education or the Council of Higher Education Accreditation, or foreign equivalent; and five (5) years of experience in adult or juvenile corrections providing case management services to incarcerated individuals, classification, and supervision of incarcerated individuals with one of those years being experience as a supervisor

- OR -

Seven (7) years or more of broad based progressive managerial experience or administrative experience within an adult or juvenile corrections environment.

(Broad based experience should include experience in one or more of the following job classes: Sergeant, Lieutenant, Captain, Correctional Unit Supervisor, Corrections Specialist 3 or 4, or similar job classes)

AND
  • One (1) year experience in unit management, this includes case management, budget management, safety and security management, and sanitation management

Knowledge, Skills, Abilities:

  • Multi-disciplinary team processes as it relates to incarcerated individual classification, job assignments, and movement
  • Knowledge of the principals and practices of correctional administration to include, rehabilitation, attitudes, problems and behaviors, work requirements, institution sanitation, health and safety standards, roster management, and record keeping
  • Working knowledge of the Incident Command System, the Department of Corrections Emergency Response Plan, facility Emergency Response Plan, personnel practices, policy directives, operational memorandums, RCWs, WACs, and collective bargaining agreements
  • Must have ability to supervise, train, and mentor staff
  • Encouragement and development of a work atmosphere dedicated to the agency’s vision of quality, teamwork, professionalism, and accountability
  • Management principles, leadership, and public relations skills
  • Fostering community partnerships and possess strong oral and written communication skills
  • Coaching, mentoring, counseling, and conflict resolution skills
  • Highest standard of professional and ethical conduct in support of a diverse workforce and budget management
  • Ability to effectively direct staff, be skilled in organizational development, and team building to resolve complex issues

  • Become familiar and comply with all Department policies and procedures and Collective Bargaining Agreements as applicable
  • Complete investigator training
