Job Description

Summary

This job involves handling the entire process of creating, negotiating, and overseeing contracts and grants for a state wildlife agency, from initial bids to final closeout, while ensuring everything follows legal and financial rules.

A good fit would be someone detail-oriented with experience in contract work who enjoys collaborating with teams and solving issues in a government setting.

It's a permanent role for current agency employees, allowing some remote work.

Key Requirements

Play a key role in managing the full lifecycle of contracts and grants for a diverse portfolio that supports critical agency programs.


Envision yourself leading complex contract negotiations, ensuring compliance, collaborating with program staff and partner agencies, and playing a direct role in shaping successful contracting outcomes from solicitation through closeout.


What to Expect-

Among the varied range of responsibilities held within this role, the Deputy Contracts Specialist will,


Negotiate, Create and Manage Contracts:


  • Perform high-level contract administration work with responsibility in the administration of all contracts related functions that are required by law, rule or regulation.
  • Negotiate with the proposed parties to any contract, agreement, grant, memorandum of understanding or other legally obligating document on terms and conditions.
  • Prepare solicitations and coordinate the evaluation of bids and proposals with project managers who request contracted services within the scope of their program area.
  • Obtain all necessary signatures of parties to contractual documents and ensure the contracts management system has all details before requesting final WDFW signature approval.
  • Responsible for ensuring that all negotiated contracts and agreements for WDFW comply with State of Washington contract and legal requirements, applicable federal regulations, any special program requirements and all state purchasing and accounting regulations.
  • Work directly with WDFW program staff, the Department of Enterprise Services, the State Auditor and other state, federal, and local contract entities to ensure on-going compliance with all contractual documents.
  • Work to settle contractor claims and issues, monitor sub recipient activities, ensure contract reporting and close out activities are completed in a timely manner and as required.


Procurement and Sole Source Contract Filings:

  • Conduct any required procurements and perform analysis of proposals for responsiveness and cost factors.
  • Utilize the state’s procurement announcement system (WEBS) to publish bidder opportunities.
  • Coordinate procurement evaluations with program staff. Publish procurement results and coordinates vendor debriefings.
  • Provide information to the Chief Financial Officer (CFO) for any procurement protests.
  • File sole source and emergency contracts with the Department of Enterprise Services (DES) using the Sole Source Contracts Database.


Contract Management System:


  • Advise agency staff on using the agency’s contracts management system to request contracts, monitor status, maintain accountability of assigned contracts, and request timely amendments or successor contracts.


Working Conditions:


Work setting, including hazards: Work is generally performed in an office setting and will involve extensive computer user and sitting.


Schedule: Typically, Monday – Friday, 8:00 A.M. – 5:00 P.M. working 40 hours per week. The standard work schedule includes the potential for occasional evening or weekend work as needed.

Alternative schedules may be considered based on business needs. May be able to telework/work remotely up to 2 days per week at the discretion of the supervisor.


Travel Requirements: Some travel may be required throughout the state to attend training, meetings, and conferences. Overnight travel may be required.



Customer Interactions: Regular communication by phone, e-mail and in person with a wide variety of customers.



Qualifications:

Required Qualifications:


A bachelor’s degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field.


And


Two (2) years of experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.


Please Note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis.


Preferred Qualifications:

In addition to the required qualifications, our ideal applicant will possess one or more of the following:


Four (4) years or more of experience in negotiating, administering or terminating government contracts, federal grants and contracts management, contract property acquisition and management, contract cost or price analyses, or contract compliance administration.
