This position is located in the Acquisition Directorate (AD), Washington Headquarters Services (WHS).
The AD provides end-to-end support services for all matters relating to acquisition and procurement and provides operational IT services for the business operations specialist appointed within Office of the Secretary of War (OSW) and the and the Office of the Deputy Chief Management Officer (ODCMO), Washington Headquarters Service (WHS), and Pentagon Force Protection Agency (PFPA).
In order to qualify for this position, you must meet the requirements described below. BASIC REQUIREMENT: A.
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
AND B: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions.
At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
In addition to the BASIC REQUIREMENT listed above, you must also meet the specialized experience requirements listed below: You may qualify at the NH-03 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-2 or equivalent grade level (generally GS-5-11) in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: Evaluating the validity of prime and subcontractor assertions items and/or services; Determining the reasonableness of offered prices for commercial items and services; Assesses agency cost and pricing capabilities for commercial item acquisitions; Developing training plans to address identified gaps.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
You will receive credit for all qualifying experience, including volunteer experience.

Incumbent typical work assignments may include the following: Responsible for a complete range of government contracting activities, such as acquisition planning/negotiation, proposal evaluation, and contract cost and price proposal evaluation.
Provides advice and guidance to contracting officials within WHS/AD.
Conduct market research to assess the validity of contractor and subcontract assertions of commerciality and determine the reasonableness of offered prices for commercial items and/or services.
Creates and or advises on available tools, such as cost models and databases which can be used to develop independent government positions and cost realism analyses.
Advises the Director, Enterprise Acquisition Policy & Strategic Initiative (EAPSI) on the soundness and quality of contract price/cost analysis reviews, and when determined, recommends and prepares changes in policy and procedures to improve the quality of commercial item analyses.
