Summary

Full Job Description

You will serve as a CONTRACT OVERSIGHT SPECIALIST in the Fuel Division of NAVSTA GTMO, Guantanamo Bay, Cuba.

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Coordinates bulk fuel management functions relative to receiving, storing, handling, inspecting, inventory control, quality surveillance for a bulk petroleum facility; 2) Oversees contractor performance to ensure contractor employees are performing at the levels changes against the contract; 3) Conducts surveillance over construction and maintenance operations to include reviewing project plans and conforming to the specifications for a fuel facility; and 4) Provides technical guidance in regards to construction, repair and maintenance of bulk fuel terminal facilities.

  • You will provide contract oversight and surveillance, monitoring services and determining acceptable levels of work.
  • You will determine the causes when the contract is not progressing as expected and makes recommendations to the Fuels officer/Contracting Officers representative (COR) for corrective action and/or preventive measures.
  • You will be responsible for bringing to the attention of the Fuels Officer and other necessary personnel, including the functional area for whom the work is being performed.
  • You will be responsible to ensure that the Government's need are clearly and precisely identified and are deemed contractible by the COR.
  • You will be responsible for observing all safety precautions and functions as Environmental and Safety Coordinator for fuel related matters and ensure all necessary reports and recommendations have been submitted.
