The primary purpose of this position is to serve as an Accelerated Compensation for Developmental Position (ACDP) Contracts & Program Management Analyst under the guidance of a senior or higher-level specialist, the incumbent performs Contracts and Program management specialist duties in support of assigned program(s).
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management Positions, three years of progressively responsible general experience, one year of experience which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc).
General Experience is described as experience: 1) Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Planning and organizing work; and 3) Communicating effectively orally and in writing.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems.
Specialized experience is described as analyzing organizational policies, procedures, and resources; establishing metric systems for program efficiencies and providing recommendation based on findings; Gathering data and initiating research to prepare written summaries and reports to higher level employees and/or customers; Utilizing research to determine needs for priority changes to accomplish mission objectives, eliminate work problems, and the proper allocation of resources NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR EDUCATION: 4-year course of study leading to a bachelor's degree NOTE: You must submit a copy of official college transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, completion of education leading towards a Bachelor's Degree.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of general business related analytical theories and processes and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
2. Knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. 3.
Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics processes, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. 5.
Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues.
Ability to understand and deploy lean concepts in problem resolution. 6.
Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

The incumbent uses continuous developmental knowledge as a Contracts & Program Management Analyst and knowledge of other related fields of work to perform duties in support of conventional projects or portions of larger projects and programs under the guidance of a senior and/or lead Analyst/Specialist.
Carries out special projects designed to facilitate the full use of training and development.
Participates in special logistics related operation projects and initiatives and performs special assignments.
Represents the organization with a variety of installation and functional area organizations.
