Full Job Description

Responsible for the creation and administration of contracts for DPW’s Architecture Division, including project setup and tracking utilizing construction management software, identifying, planning, and implementing improvements in DPW procurement and project operations, including organization, business processes, policies and procedures, and technology. Works with the DPW Office of Personnel and Finance and OMB budget staff and departments to identify opportunities to improve procurement and contracting processes, reconcile budget and project costs, and commodities procurement and services more efficiently and effectively. Works with department end users to solicit and maintain professional services, construction, and commodities contracts.

Department: Public Works
Salary: $59,446 per year.
Union: This position is included in the American Federation of State, County, and Municipal Employees, Local 2719 bargaining unit and will be filled in accordance with the provisions of the Collective Bargaining Agreement.

Qualifying Requirements:

Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will receive notice of your eligibility status.

  • WORK EXPERIENCE: The application must clearly show two (2) years of full-time work experience in contract administration, construction management, project management, or a related field. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Architecture, Landscape Architecture, Interior Design, Interior Architecture, Engineering (any discipline), Construction Management, Project Management, or related area.

    EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above).

    Additional Information

    • Manages and supports projects through the current construction management software program as assigned.
    • Ensures that appropriate contracts are renewed and in place based on City departments' needs.
    • Assists project managers in professional services and construction contract procurement, and the procurement and/or renewal of existing commodity contracts.
    • Assists project managers in the setup and maintenance of projects within construction management software.
    • Coordinates budget and project activities to ensure accurate information at all times.
    • Collaborates with key stakeholders to facilitate efficient and effective procurement and contract processes.
    • Provides reports on Project status to project managers and management, as requested.
    • Participates in monthly meetings to review contract and budget-related items with AD project managers and management as required.
    • Coordinates analysis for bid decisions; EORC approval, legal, financial, and other related functions as applicable.
    • Prepares bids and bid lists to obtain proposals on commodities in compliance with regulations and laws relative to the purchasing function.
    • Researches vendor information to establish, maintain, and update available vendor and government contract sources.
    • Prepares contract documents upon award and monitors status throughout the execution process.
    • Maintains records, both manually and by computer, and prepares accurate reports, correspondence, etc.
    • Collaborates with others (e.g., OPF, OMB, I&P, Controller's Office, Law) to support design and construction activities, and commodities processes in the Architecture Division.
    • Manages multiple projects simultaneously and uses good judgment in applying and following established procedures and in meeting deadlines.
    • Recommends and assists in the implementation of goals and objectives.
    • Manages area of responsibility in strict accordance with applicable laws, regulations, and established policy, including collective bargaining agreements, to ensure fair and standardized treatment of employees.
    • Performs activities and functions of related personnel and other related tasks and duties as assigned or required.
