DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThe City of Houston’s Housing and Community Development Department (HCDD) seeks to create a city in which every resident has an affordable home in a community where they can thrive.
Partnering with non-profit, governmental, and local entities, HCDD strives to strengthen Houston’s neighborhoods and provide true housing choice.
To work toward this goal, HCDD is looking for two
Contract Administrators to join its team. In this role, you will be responsible for administering compliance requirements related to the utilization of Minority/Women/Small Business Enterprises (MWSBE) and Pay or Play (POP) on Housing and Community Development projects.
Key Responsibilities- Monitors MWSBE participation on projects to ensure authorized firms are utilized according to participation plans.
Administers ongoing monitoring of Pay or Play rules to ensure compliance with program requirements. Generates reports for internal and external sources capturing MWSBE/POP program activity.
Collects and reviews contractors’ records for accuracy through monitoring systems.
Performs Commercially Useful Function Audits to validate work performed by certified vendors.
Investigates underutilization complaints by MWSBE firms and processes Deviation Requests, as applicable.
Evaluates contractor’s compliance with MWSBE/POP requirements and recommends final release of payment for project closeout.
Research contract issues and prepare compliance status reports of contractor compliance with program rules.
Conducts on-site field visits of construction sites to monitor contractor’s activities on projects.
Facilitate trainings to staff, the contracting community, and various diverse civic and community groups to promote MWSBE participation.
Reviews contract management system to ensure project information is accurate and vendors are properly credited.
Maintains project files in accordance with program requirements for record keeping, data collection, workforce audits, payment information and reporting.
Stay abreast of policies and procedures related to administering program requirements.
Performs special projects as needed and other position related duties as assigned

This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.
WORKING CONDITIONS
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requirements
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Government or a closely related field..
MINIMUM EXPERIENCE REQUIREMENTSTwo years of contract compliance experience are required.
Substitution:Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis
MINIMUM LICENSE REQUIREMENTSRequires a valid driver's license and compliance with the City of Houston's policy on driving.
Qualifications
Preference will be given to candidates that have:Experience with the City of Houston’s Pay or Play Program
Excellent communication skills both orally and in writingPrior experience providing technical assistance, training and/or monitoring compliance policies and procedures related to City of Houston projectsDemonstrated knowledge of B2GNow contract management systemExcellent organizational skillsAbility to work under time constraints to achieve deliverablesAdvanced proficiency in Microsoft Word, Excel and PowerPoint
