This job involves helping military personnel, their families, and contractors with passports, visas, and ID card services, while also managing security overrides for related systems.

The primary purpose of this position is: To counsel DOD military and civilian personnel, their family members, and DOD civilian contractors on a variety of passports, visa subjects and will be sight security manager to override our ID card office for DEERS and RAPIDS.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems.
Examples of specialized experience includes explaining policies and entitlements for information identification card, travel regulations, and transportation of household goods; advising on federal entitlements administered by agencies and their impact on any other federal entitlements; assess the financial condition and immediate long range needs of members and their families (mortuary benefits, life insurance, cost analysis, tax benefit computations); utilize databases, spreadsheets and word processing applications to complete work and prepare reports.
OR EDUCATION: Successfully completed four years of education above the high school level leading to a bachelor's degree with courses related to the occupation.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Department of State, Department of Defense, and Air Force rules, procedures,directives and instructions, and operations that apply to the employee in order to perform the procedural work ofthe office for preparing and processing official passports and visas.
Knowledge and ability to research, analyze, interpret, and apply rules, regulations, procedures,and standard safety and health practices relating to passport and visa application and military relocation actions.
Knowledge and ability of various office automation software programs, tools, and techniques tosupport office operations and produce a variety of documents, such as letters, reports on any subordinateemployees, orders for military personnel, spreadsheets, databases, graphs, government computer programs/systems, andofficial government documents as it relates to passport and visa requests and relocation of militarypersonnel.
A qualified typist is not required.
Knowledge of correct grammar, spelling, punctuation, capitalization, and formation to be able toaccurately prepare and edit documents, written correspondence, reports, and charts.
Ability to plan, organize work and meet deadlines. Ability to speak distinctly and communicate effectively both orally and in writing and maintaineffective work relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Provides counseling for military and civilian personnel and their dependents on requirements for entrance into foreign countries.
This includes travel clearance by passport and/or visa and providing identity and nationality needs for passport requisites, such as birth certificates or other acceptable proof of citizenship documents, and other evidence required by law, regulation, policy, and manuals for state and foreign countries.
Performs other administrative and clerical work in support of the office/organization. Prepares records for transmittal and performs routine mail distribution runs of certified documents.
Updates trackers/suspense files for unclassified document control as required and perform routine status checks on behalf of customers.
Updates, inquiries, and processes actions through Military Personnel Data System.
Uses multiple office automation equipment and software with varied functions to produce documents such as electronic drafts, charts, tables, and text graphs, editing and/or reformatting electronic drafts, and updating or revising existing databases (to include Microsoft Access databases) or spreadsheets (including Microsoft Excel databases).
