  • Familiarity with Erosion and Sediment Control Inspection, Federal Manual of Uniform Traffic Control Devices, and Virginia Work Area Protection Manual
  • Preferred: VDOT certifications in soil and aggregate compaction and pavement markings

Full Job Description

The City of Norfolk’s Department of Public Works is seeking an experienced Construction Inspector II within our Right of Way Division.

This position will inspect and supervise utility work, street construction, infrastructure replacement, installation, maintenance and upgrades for development, commercial and residential projects to ensure compliance with City, State and Federal rules, regulations, codes and design standards.

The Construction Inspector II will also review, supervise and inspect traffic control plans and ensure implementation.


The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses and visitors, including the City’s storm water system, street network, waste management and recycling systems.

The Department is comprised of 8 divisions that function collectively to make your commute safe and efficient, your neighborhood more attractive, and the streets and sidewalks clean and well-maintained.


Departmental Hiring Salary Range: $51,099.42 - $58,637.76

Requirements

Essential functions include but are not limited to:

  • Manage construction projects by conducting site visit, ensuring compliance with plans and specifications, reviewing and interpreting plans, specifications, and contracts, monitoring project status, resolving problems, meeting with engineers, consulting with inspectors regarding contractor claims, attending construction and progress meetings, reviewing design changes and conducting final inspections.
  • Investigate encroachment complaints, non-permitted work, defective driveways, and other violations of the City’s Right of Way Excavation & Restoration Manual and issue Notice of Violation, certified letter, or issue a summons to appear in court as necessary to enforce the City’s ordinances.
  • Perform routine field inspections of utility contractors working in the public right of way to ensure work zone safety and proper traffic control is provided and always maintained.
  • Be familiar with Erosion and Sediment Control Inspection and the provisions of the Federal Manual of Uniform Traffic Control Devices and the Virginia Work Area Protection Manual.

Qualifications

Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.

Two years experience.

  • Must possess a valid driver’s license (Must attach a copy of DMV record dated within 30 days of application).
  • VDOT or ATSSA Work Zone Traffic Control certifications to include Basic (Traffic Control Technician) and Intermediate (Traffic Control Supervisor) levels required within one year of appointment.
  • Must pass a background check to be certified as a Special Police Officer within six months of appointment.
  • VDOT certifications in soil and aggregate compaction and pavement markings preferred.
