PUBLIC WORKS ENGINEERING IS LOOKING TO HIRE AN ENGINEERING TECHNICIAN!

The Engineering Technician 1/2 performs skilled technical duties relating to public improvement projects, which includes engineering surveys, 3D computer drafting and design, developing plans for construction, and inspection of projects in accordance with city, state and federal standards and requirements. Works as team member with other technicians and engineers.
The Engineering capital projects team has recently divided into two design focused groups and a construction focused group. These positions are for the construction team primarily concentrating on the inspection of capital construction projects.
The Engineering Technician 1 employee is considered to be on a continuing training status and expected to work towards obtaining the skills required of the Engineering Technician 2 level. Once the employee achieves the required skill level has been achieved in CAD, survey, and inspection, the employee's classification flexes to an Engineering Technician 2.

Engineering Technician 1: $32.69 - $40.78 / hourly; $67,995.20 - $84,822.40 / annually
Engineering Technician 2: $35.74 - $44.54 / hourly; $74,339.20 - $92,643.20 / annually

Work Schedule: Monday – Friday 7:00am – 3:30pm. The City of Eugene is shifting to a work environment of primarily in office work to foster collaboration and connection. New employees must work on site full time for the duration of their probationary period (typically 12 months). Following the probationary period employees may utilize a flexible working environment one day a week per the Alternative Work Policy.

Requirements
Inspects signal, illumination, street, sidewalk, sewer, storm drain, swale, rain garden, parks, natural resource, erosion control, striping and signing, traffic control, airport, and other project sites as assigned for adherence to plans and specifications, including state and federal requirements; schedules inspections with contractors; performs quality testing of materials and construction or coordinates testing with others; issues memos to contractors for changes or corrections and verifies work was accomplished; calculates quantities and prepares monthly pay estimates; reviews claims and makes recommendations, maintains records of work-site activity, materials used and other pertinent information.Performs utility locates of existing utilities.
Inspects construction of non-City utilities for compliance with City utility installation policy. Reviews and evaluates plans and installations in-field for accuracy, adequacy, and possible conflicts or problems. Resolves routine field engineering problems and suggests solutions to complex conflicts and problems on construction projects, including but not limited to traffic control and erosion control issues. Directs and evaluates changes.
Researches and interprets existing records including pre-construction site information; researches existing city/county records to determine approximate property line and right-of-way locations, and to determine horizontal/vertical control for public improvement projects.
Calculates grades from plans. Inspects grades to ensure compliance.
May perform hydrology and hydraulic calculations and analysis to prepare pipe and open waterway designs. Calculates bid quantities and prepares pay estimates; prepares construction documentation.
Prepares as-construct drawings.
May perform topographic, control, and construction surveys independently or working as member of survey crew; establishes benchmarks and public right-of-way; operate electronic survey equipment.
May produce a wide variety of construction plans, topography maps, survey maps, earthwork calculations, etc., using 2D and/or 3D computer drafting and design when appropriate.
May develop traffic signal plans for new construction and may develop lighting designs using lighting design computer software.
Communicates by phone, letter, electronically and in person with other City staff, public agencies, property owners, developers, contractors and the general public. Provides information on public improvement projects and City codes, policies and procedures; performs intake of complaints and may respond or route appropriately.
Prepares reports and correspondence.
Actively supports and respects diversity in the workplace.
Performs other related duties as assigned.

Associate degree in civil engineering or a closely related field and one year experience in construction surveying, computer aided drafting, and/or construction inspection; or Bachelor's Degree in civil engineering or closely related field.
Engineering Technician 2:
Experience and Training:
Associate degree in civil engineering or a closely related field and three years experience in construction surveying, computer aided drafting, and/or construction inspection; or
Bachelor's degree in civil engineering or a closely related field and two years experience.
The Ideal Candidate will possess the following knowledge, skills and abilities:
Knowledge of:
Principles and practices used in civil engineering.
Manual of Uniform Traffic Control Devices and State traffic control principles and procedures.
Principles and practices for stormwater and water quality treatment, erosion and accessible public rights-of-way design.
Construction materials and methods and of materials testing. Construction specifications.
Local, state and federal codes as they relate to design standards and construction activity and safety. Surveying principles and procedures
Trigonometry, basic electronics, and basic lighting physics. Inspection procedures.
Ability to:
Learn City design and drafting standards, and inspection procedures. Use conventional and electronic engineering and survey equipment.
Use computer aided drafting and design software and equipment to produce engineering drawings.
Make estimates, compile statistics and other data, and prepare engineering drawings. Perform engineering studies and prepare reports.
Apply mathematics, including trigonometry, basic electronics and lighting physics, to engineering computations.
Read and interpret routine legal property descriptions. Maintain accurate detailed records and prepare reports. Read and interpret surveys and construction plans.
Work effectively with others in a team-oriented environment.
Communicate effectively, both orally and in writing, with co-workers, contractors, and the general public.
Perform physical duties outside under varying weather conditions, which may involve climbing, bending, standing, cutting brush, using a sledgehammer, pulling manhole covers.
Provide and wear personal protective equipment as required.
Use software to prepare reports, engineering analysis and design, schedules, spreadsheets, etc. Use modern office practices, procedures and automated equipment.
License or Certificate:
Possession of or ability to obtain, and maintain an appropriate, valid Oregon driver's license.
Ability to obtain the following certifications within a reasonable amount of time. Typically obtained within twenty-four (24) months.
