Summary

This job involves developing and maintaining software systems to handle data from nuclear weapons testing and accidents, ensuring it's accurately entered, stored, and reported using specialized tools and databases.

The primary purpose of this position is to ensure that data from underground or atmospheric nuclear weapons testing samples or nuclear effluent materials of nuclear accidents can be properly entered, processed, stored, and reported out via the mission system software suite of tools and associated databases.

This position serves as a Senior Developer. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A. Degree: Computer Science OR B.

Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science.

At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

All academic degrees and course work must be from accredited or pre-accredited institutions.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.

Examples of creditable experience include: knowledge in object-oriented and software development and data systems interfacing; knowledge of complex IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure and the database environment; extensive knowledge and experience with several of the following: High-level programming languages such as CIC++, Java, FORTRAN; Graphical User Interface programming APIs such as Qt, GTK, Motif/Xll, Java AWT/SWING/JFreeChart; RDBMS systems such as Oracle, and RDBMS APIs such as PL/SQL, OCI/OCCI, ODBC, JDBC, DBI; Scripting language such as sh, csh, Perl, Python; knowledge of IT system application software and systems development life cycles, including systems documentation, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge in one or more object-oriented software programming languages such as JAVA, C/C++, Visual Basic, Python, or Ruby.

Graphical User Interface programming APIs such as Qt, GTK, Motif/Xll, Java AWT/SWING/JFreeChart. Experience with RDBMS systems such as Oracle, and RDBMS APIs such as PL/SQL, OCI/OCCI, ODBC, JDBC, DBI.

Scripting language such as sh, csh, Perl, Python, scheme/lisp/guile; UNIX operating systems such as Solaris, Linux, BSD, MacOSX, HP-UX, IBM/AIX; UNIX utilities/tools. 2.

Knowledge of IT information systems and applications software technology utilized to isolate causes of problems, to measure system performance, and to extend application capabilities to support organizational processes and/or operations.

Maintain an up-to- date awareness of technological advances and apply them to meet future requirements. 3.

Knowledge of IT system application software and systems development life cycles, including systems documentation, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing.

Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.

Knowledge of security procedures and protection of classified information. 5.

Ability to analyze organizational application software requirements, develop supportable recommendations for enhancement, apply application software concepts, functions, techniques, and capabilities sufficient to design, document, code, debug, test and maintain complex applications.

Knowledge of full lifecycle systems software and systems development life cycles, including software design and development concepts and techniques sufficient to design, develop, code, test, debug, document and install large complex systems.

6. Ability to communicate effectively and clearly, both orally and in writing. CONDITIONS OF EMPLOYMENT CONTINUED: 1.

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed. 2.

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3.

Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.

Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.

A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. 4.

KEY: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.

This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") 5.

This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

IAW, DoDI 3020- 42, Defense Continuity Programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

1. Collecting, Analyzing, and Refining Requirements. Designs, develops, maintains, and documents applications software requirements being developed for the squadron.

Consults with and advises managers, functional users, and senior scientists to develop unique and fully developed requirements necessary to fulfill and automate their Information Technology (IT) demands.

2. Planning, Design, and Documenting. Applies the most current and effective software engineering principles and disciplines to the analysis and design of IT solutions.

Provides technical guidance for the procurement and/or developments of advanced technology software and services.

Authors IT documentation to include, development of functional descriptions, maintenance manuals, test and implementation plans, cost analysis, specification documents, and feasibility studies. 3.

Writing, Debugging, and Maintaining Source Code.

Develops new innovative methodologies, or modifies existing, program source code, application program interfaces (API), graphical user interfaces (GUI) and/or component logic.

Leads squadron efforts to directly perform software maintenance and development of unique applications software on a UNIX/WINDOWS mixed platform using such programming languages as C/C++, Java., Perl, Motif/X11, GTK, Qt, Scheme/Lisp/guild, FORTRAN, PL/SQL and/or other programming languages.

4. Application Testing and Quality Assurance.

Responsibilities include overall systems and software engineering responsibility of the entire squadron, development of action plans, identification and programming of resource requirements; development of briefings, technical reports, and other required documentation; budget preparation and execution; coordination of other activities to support assigned projects.
